中文摘要 計畫名稱:95年度固定空氣污染源連續自動監測系統(CEMS)功能查核及稽查檢測計畫 計畫執行單位:汎美科技企業有限公司 計畫主持人:陳信宏 計畫經理:李芮亞 摘 要 本計畫自95年8月4日至民國96年8月3日,以依照勞務採購之規定完成預定工作項目及查核數量,目前本計畫總進度為100%。計畫工作進度請詳表一所示,相關執行成果如後說明。 表一、工作進度及達成率說明(1/2) 編號 工作項目 執行進度 完成率 1 修訂標準作業程序 完成一式 100% 2 煙道進行相對準確度測試查核(RATA) 完成14根次 100% 3 煙道不透光率查核(OP) 完成14根次 100% 4 煙道標準氣體查核(CGA) 完成14根次 100% 5 煙道粒狀污染物檢測工作 完成9根次 100% 6 CEMS訊號比對查核(防弊系統) 完成13根次 100% 7 法規符合度查核 完成9家 100% 8 現場系統評鑑及輔導改善作業 完成9家 100% 9 交通及環境噪音監測 完成96點次 100% 10 連線月報資料審查 完成12月份 100% 11 資料定期備份及資料建檔 完成12月份 100% 12 網頁更新 完成12月份 100% 13 環保新聞見報 完成3則 100% 14 法規說明會 完成2場次 100% 編號 工作項目 執行進度 完成率 15 煙道稽查檢測(NOx、SOx、粒狀物) 完成10根次 100% 16 設備元件洩漏現場抽測 完成3000點 100% 17 公私場所液體燃料含硫份之抽驗 完成25個 100% 18 排放管道非甲烷碳氫化合物(NMHC) 完成12根次 100% 19 臭氣或厭惡性異味採樣分析及官能測定(排放管道或周界) 完成30點 100% 20 排放管道中重金屬污染物 完成2根次 100% 21 戴奧辛稽查檢測(排放管道或周界) 完成6家 100% 22 技術轉移 完成1場 100% 表一、工作進度及達成率說明(1/2) 工作成果說明: 一、連續自動監測設施查核及品質保證標準程序修訂:已完成標準作業程序修訂,修訂內容包含 1. 新增永康焚化爐連續自動監測基本資料。 2. 以條例式呈現各項作業查核程序。 3. 新增軟體查核程序。 二、系統功能查核作業 14根次之相對準確度查核,有2根次未符合標準。標準氣體查核的查核率為100%,查核結果全數符合法規限值。在不透光率14根次查核中,合格率達100%。粒狀物檢測共計9根次,合格率亦達100%。13根次之防弊查核中合格率達100%。並將結果彙整與分析,以驗證監測儀數據之正確性及可用率。CEMS功能查核結果合格率如表二說明。 表二 95年度台南縣CEMS功能查核結果合格率一覽表 總 計 RATA OP CGA SO2 NOX O2 Flow 低 中 高 SO2 NOX O2 低 高 低 高 低 高 查核數 14 14 14 14 15 15 15 14 14 14 14 14 14 合格數 13 12 13 13 15 15 15 14 14 14 14 14 14 合格率 93% 86% 93% 93% 100% 100% 100% 100% 100% 100% 100% 100% 100% 三、工廠查核作業 已完成9家法規符合度巡查作業,針對法規符合度部分,缺失改善情形進行複查。並將所有查核資料、結果建置於環保署固定空氣污染源管理資訊系統。並且邀請4位學者專家針對9家工廠進行評鑑,評鑑結果以永康焚化爐缺失最多,並列為明年度加強查核及輔導對象。 四、稽查檢測作業 固定污染源稽查檢測作業,共計完成10根次之一般煙道稽查檢測、3000點次之元件洩漏,12根次之NMHC稽查檢測、2根次之重金屬稽查檢測、25家之液體燃料稽查檢測。 臭味巡查部分,完成36處之臭味稽查檢測,合格率僅達41.7%,其中產生異臭污染源之行業別比例以塑膠製品製造業為主要,其次是皮格、毛皮整製業。 戴奧辛稽查檢測部分,同時進行固定污染源及周界檢測,共計完成5家工廠6根煙道稽查檢測,並且包含15點次周界檢測,希望藉此更能了解固定污染源排放戴奧辛是否同時造成附近環境的污染,環保局更能掌握該排放源附近污染情形,進而達到戴奧辛污染防制的成效。稽查檢測作業結果如下說明。 表三 稽查檢測作業執行結果 工作項目 目標數 實際 達成數 完成率 合格數 合格率 煙道稽查檢測(NOX、SOX、粒狀物) 10根 10根 100% 10根 100% 公私場所液體燃料含硫份之抽驗 25個 25個 100% 24個 96% 設備元件洩漏現場抽測 3000點 3000點 100% 3000點 100% 排放管道非甲烷碳氫化合物(NMHC) 12根 12根 100% 12根 100% 臭氣或厭惡性異味採樣分析及官能測定 30點 36點 113% 15點 41.7% 排放管道中重金屬污染物 2根 2根 100% 2根 100% 戴奧辛稽查檢測(固定污染源) 6根 6根 100% 6根 100% 戴奧辛稽查檢測(周界) 15點 15點 100% 15點 100% 五、提昇連線系統功能與通訊環境 系統部分完成防火牆設置、系統擴充及軟體改版、及查核資料鍵入資料庫。並且建立新擴充軟體的標準操作手冊,而在網站部份則是完成網頁改版,改版後的網站更增加使用上的便利性,並且可以直接連結環保局連續自動監測系統,展現的新資訊並更能符合便民措施。 六、連線資料之正確性與完整性 每月完成日、月報審查及每季有效監測時數百分比統計。而各家工廠空污費與監測值排放量比對結果均相同,並且分別針對公私場所排放量種類、排放量、燃料使用量、防制設備種類及效率,進行清查。工作小組以巡查及輔導方式來調查工廠減量的可行性,但是結果顯示本縣排放量減少的原因,包含工廠原物料量減少、生產線減產或停產及停工等因素,顯示本縣的排放量減少的原因可能係經濟因素導致的成分較大。 七、環境及交通噪音定期監測 共計完成95年度第3、4季及96年度1、2季監測共96點,並於監測完次月將監測結果上傳環保署。也完成8處之噪音陳情案件,結果均呈現在本報告第6章。 八、其他工作執行成果 (1)宣導活動說明會 於95年10月27日辦理一場『半導體製程及光電業製程符合法規規範需裝設連續自動監測設施』,針對連續自動監測設施法規進行解說。 於96年3月16日辦理一場『空氣污染防制費收費辦法』,針對費率調整進行解說。 於96年7月26日辦理技術轉移會,議題為『臭味採樣技術』,內容著重在臭味採樣及報告審查部分。 (2)環保新聞 共計完成二則環保新聞刊登,新聞稿主要內容包含了說明會辦理成果及環保局新網站功能。 本計畫成果效益為:落實監測設施品管品保制度及加強查核輔導,提升工廠管理機制及監測數據可性度及可用率,加強月報審查及連線品質查核使得連線功能能得以確保傳輸數據一致性,縣內工廠管理及監測數據品質在不段輔導改善下在提升技術面,也發現軟體所產生問題是持續需維護及改善,因此加強查核及局端/工廠端資料審查才能持續發現軟體相關問題,並協助改善如此提升並維護監測數據品質與結果。

The Continuous Emission Monitoring System inspection and edited quality assurance standard operating process:The quality assurance standard operating processes have finished. The result include: (1)Increased the Basic information of Continuous Emission Monitoring System of Yong kang Incinerator. (2)Check every procedure appear so as to the regulations type. (3)Increased the checking procedure for software. 2. The Continuous Emission Monitoring System function inspection The Relative Accuracy Test Audit(RATA) inspection was done in 14 pipe. There were 2 pipe unconformable emissions standards. In 14 pipe of Cylinder Gas Audit(CGA),Among them the checking rate is 100%, Among them all conformed emissions standards. In 14 pipe of Opacity(OP),was obtained 100% of qualification rate. Particle inspection was completed for 9 pipe, and it was obtained 100% of qualification rate too. In CEMS Signaling Than inspection, was obtained 100% of qualification rate. Above the result inspection were converged and analyze, in order to prove the data accuracy and availability of the monitoring instruments .The inspection result and qualification rate of the Continuous Emission Monitoring System was shown on Table 1. Factory inspection The inspection and patrol operations on leading 9 factories with Order-compliance check. The inspection was engaged concerning deficiency and improvement condition was keep on inspecting. All the data and will be set in the fixed air pollution source management information system, Environment Protection Administration. In Evaluation System, we also invited 4 scholar experts to carry out this job. There were much deficiency belong to Yong Kang incinerator. And it was also cataloged multiplicity inspection and Counseling list. 4. Flue Test operation The flue test of stationary pollution source was done including ,10 pipe of NOx, SO2 and Particle; and 3000 point of equipment element; and 12 pipe of NMHC; and 2 pipe of Heavy-metal; and 25 families factory with liquid fuel. The odor patrol of 36 point was accomplished, only 41.7% qualification rate achievement. The proportion of industries producing odor pollution source pertained primarily to plastic manufacturing industries, secondarily to leather and fur industries. The dioxin test of 5 factories with 6 emission Pipe and 15 point peripheral boundary was accomplished. Promoted internet function and communication environment The system was concerning the fire-wall built, system amplify and software upgrade(The standard operating process system was also constructed), inspection result key in the environment information system. It was made website newly to reach the policy convenient for people of the essence. 6. Accuracy and completeness of the internet data The daily and monthly report was auditing, and the seasonality of efficacious valid hour value of percentage was counted. Air pollutants fee and emissions quantity is same than to the result in every factories. The inspection was engaged concerning the pollution variety, emissions quantity, material usage quantity, product quantity, fuel usage quantity, prevention facility variety and effectiveness, deficiency improvement condition. Inspection and guidance that enabled us to check and find the way for reducing the emissions quantity. We discovered that the main reasons are material-lessening in factories, production-reduction or production-suspension and shutdown, indicating the lessening the emissions quantity cause resulting from the economic factors. 7. In Monitoring noise of the environment and traffic, there were concerning the 3rd and 4th season during 95 year, the 1st and 2nd season during 96 year have done. When it was finished each time, the monitoring result will be upload to the Environmental Protection Administration. We also finished 8 point-times of the pleading from citizens. Relevant achievement appear chapter 6 in this report 8. Other tasks execution result (1)Promotion events statement meeting A “The process of semiconductor and photo-electricity is correspondence the order to needed set up the Continuous Emission Monitoring System ”was held on 10/27/2006, aiming at statements for orders, prevention the law of Continuous Emission Monitoring System. A “The collection of Air pollutants fee” was held on 03/16/2007”, aiming at charged adjustment. A “Technology of malodor test” was arranged on 07/26/2007, aiming at odor sampling and report auditing. (2)Environmental protection news 2 articles of environmental protection news were posted, containing refusal to enforced refueling, the meeting performance and brushed the internet-system function up of Bureau of Environmental Protection Tainan Country. The effects and effectiveness of this plan are that the monitoring facilities governed by quality control and quality assurance systems, as well as the strengthened examination and guidance have indeed improved the factory management mechanism and promoted the workability and utility rate of the monitoring data. The strengthened examination of monthly reports and online quality can improve the transmission environment and ensure the consistency of transmitted data. Under continuous guidance and improvement, the factory management and the accuracy of monitoring data within the county have been technically improved to a great extent. It is also found that the problems caused by software need to be solved by maintenance and improvement. Therefore, strengthened examination and the data examination between bureau-end and factory-end should be carried out. In this way, related software problems can be discovered from time to time. We also assist in the improvement work, promoting and maintaining the quality of the monitoring data and results.
