海洋化學品污染緊急應變機制建置專案工作計畫

中文摘要 蒐集彙整國際間海運化學品管理分類方式,主要依據聯合國國際海事組織(IMO)所制定「國際海運危險品準則」(IMDG Code)之九大類分類規定。彙整分析歐、美、亞等三洲,共計九個國家之海運化學品污染緊急應變計畫、組織及經驗特點,包括通報點明確,通訊方式網路化;要求污染行為人應對污染事件負責,規範進港船舶須提報船舶應變計畫;整合應變技術資訊,提供應變單位查詢;完善之專業訓練及認證制度,強化民間組織參與應變作業。「國際有害危險物質的準備應變及合作協議書」已於2007年6月14日正式生效,目前共有18個國家簽署,該議定書要求其締約國建立一個全國有害危險物質應變體系,且並不拒絕非聯合國會員國加入。 我國為配合推動全球調和系統(GHS),經濟部標準檢驗局修訂CNS 6864 和制定CNS 15030管理化學品危害分類標示;針對爆炸物、毒性化學物質、感染性生物材料、放射性物料和農藥之管理,分別由經濟部礦物局、環保署、衛生署、原子能委員會和農委會依據相關法令制定管理方式。化學品藉由海洋運輸通過我國領海或進入國內之過程,可分為通過領海許可、進港許可和入境運作等不同階段,各目的事業管機關和執行機關皆訂定相關法規及依法管理各階段中之不同運作行為。 參考國外先進國家之執行經驗與特點,分析檢討國內管理和執行現況,完成「重大海洋油品及化學品污染緊急應變計畫」(草案),提出我國四周海域之可能化學品洩漏污染之風險分析資料;未來海洋化學品洩漏污染應變之人力需求及教育訓練方式規劃;應變資材設備建置規劃;及海洋化學品污染緊急應變作業所需資料之建檔格式和內容規劃。 提出我國因應海洋化學品污染事件之短、中、長期策略規劃,包括短期應強化全國應變體系,積極建立化學品應變能量;中期應確實掌握各港口污染風險,鼓勵民間參與應變工作;長期應確實掌握四周海域污染風險,推動簽署國際應變協約及加入國際應變組織之相關活動。

Establishment for Marine Chemical Spill Response System

英文摘要 The International Maritime Dangerous Goods (IMDG) coding system published by the International Maritime Organization was incorporated into the proposed system that Taiwan is going to establish. In order to better fulfill the maritime shipping requirements in the international society, the project studied many marine spill response systems in the 3 major continents, such as America, Europe, and Asia, so that good experience and workable systems can be adopted into the new system. The OPRC-HNS Protocol, 2000 has been announced in active on June 14th, 2006 when the 15th signed state enactive the Protocol. This Protocol also encouraged Taiwan to work with the major trend in the marine spill response in the world. In order to co-operate the GHS system, Taiwan government has established marking and management system regulated as CNS 6864 and CNS 15030. The targets are explosives, toxic materials, infectious materials, radio active materials, and pesticides. Chemicals in order to enter Taiwan has to go through a series of processes for authorization prior to touching the land, such as territorial maritime application, harbor authorization for entering, and on land manipulations certificate. Comparing with the good experience and workable systems in other countries, the current oil response system is criticized so that a new version for maritime oil and chemical spill response is drafted as a primary product of this project. The results of the project study also revealed the current situation of the chemical use in the harbors around Taiwan so that the risk of chemical spills in the surrounding sea can be realized and therefore better prepared for emergency. The establishment work is not only the product of the project this year, but also the work list in order to fully establish the response system in the future. This project study also indicated the work scopes for the near and far future. The most urgent work is to establish an executable taskforce for small-scaled spills so that Taiwan can quickly respond to the spills before they get uncontrollable. The long-term work is to establish the ecosystemetic evaluations around Taiwan, continuously grow the response capability, and get involved with international co-operation in the multi-country maritime organizations.
