In 2008, Taichung County won Excellence under assessment by Environmental Protection Agency with total scores of 86.50, a growth of 1.72 scores in 2007.
We had 25 air pollution previous programs in 2008 (including subsidy program): 5 programs on control of Stationary sources, 5 programs on control of Mobile sources, 5 programs on control of emission sources, 4 programs on other projects and 6 programs on subsidy. Total budget on air pollution control is NTD199,384,000 and total reduction amount is 6691.5 tons.
Air pollution supervision assessment was made from April 2008 to February 2009 under the eight indexes (material submission, amount of contract work, reports of Environmental Protection Agency, supervision/assessment by council members and mid-term (final) examination meeting assessment, changes of personnel, methods with concrete achievements or increasing satisfaction, publicity effects of program achievements, and team execution performance and coordination) of Guidelines Governing Environmental Protection Bureau, Taichung County Air Pollution Control Commissioned Program Assessment. Street cleaning program had the highest scores of 87.8, followed by construction program at 87.1 and connection program at 87.0.
We have completed 2 discussion meetings on operation execution, 4 coordination meetings on work, 6 supervision and assessment meetings, 1 achievement discussion meeting, attendance at 2007-2008 air pollution review meeting, 1 study meeting of assessment key points by Environmental Protection Agency, 2009, 3 consultation meetings by experts and scholars, 1 coordination meeting on work in 2009 Air Pollution Control Program, 2 exchange meetings of air quality in central Taiwan, 1 news release study meeting, 1 policy lecture, 2 joint meetings, 1 experience exchange meeting, 9 air quality work coordination meetings, 1 air pollution control program review meeting and questionnaire result symposium. Total number of attended meetings is 35.
In the 4 indexes for air quality in 2007 air pollution control program review, only annual concentration of PM10 failed to reach the goal. Only 1 index in the 6 indexes in fixed source control—0% in improvement of process in public/private places with high MIR/VOCS or increase of number of units currently with control measures. We were unable to submit specific reduction amount. We met all target values in the 6 indexes in movable source control. In the 8 indexes of fugitive source control, we failed two indexes—area of exposed land fugitive dust or greening improvement and number of tons of collective burning of paper money within the county. The achievement rate is 64.7% and 58.1% respectively. There are 10 indexes in pollution reduction amount. We failed in three—enhancing inspection of illegal oil products, replacement of old diesel cars—NHMC & CO and larger control area on exposed land. The other 7 indexes are in 100% achievement rate.
From the responses in the questionnaires, what the public are most aware of are: providing 175 free motorcycle inspection stations in 21 towns and townships (74.3%, 782persons), cleaning streets with street cleaning vehicles (street sweeping vehicles) (69.8%, 735 persons), reduction of paper money and delivery of collected burnt money on Chungyuan Festival to incinerators (69.2%, 729 persons), tour inspection of motorcycles without regular inspection on the roads and notifying owners of such motorcycles to conduct inspection (63.7%, 671 persons) and posters of publicity on not to have forced full fuel tanks at gas stations to stay healthy (56.8%, 598 persons). Around over 60% of county citizens could feel the care of Environmental Protection Bureau on citizens’ health and environment quality.
