加強公民營廢棄物清除處理機構管理及環評追蹤改善工作
| 中文摘要 | 本計畫主要為辦理公民營機構之環評追蹤考察、技術輔導改善、製作文件範例及處理效能評估等工作，本年度主要工作成果摘要說明如下： 一、完成辦理46家公民營廢棄物處（清）理機構查核輔導工作，有效督促公民營廢棄物處（清）理機構確實依廢棄物清理法及相關法令規定妥善處理事業廢棄物。 二、完成8家營運中之公民營機構掩埋場相關水質採樣分析及檢驗結果探討分析。 三、完成辦理8場次與推動公民營廢棄物清除處理機構管理業務相關之說明會、座談會及業務檢討會，充分進行各界意見溝通與交流。 四、完成6家環保署列管之通過環境影響評估之公民營廢棄物處（清）理機構之環評追蹤考核工作，督促業者依據環評承諾事項進行營運，並輔導業者持續改善，提升營運績效。 五、配合「公民營廢棄物清除處理機構許可管理辦法」之修正，研訂廢棄物清除處理機構文件製作範例及細部作業規範，以及針對焚化、蒸餾與拆解粉碎分選三種廢棄物處理技術，檢討其處理程序之合理性及評析其處理成效，並研訂處理後產生之產品性質、規格、用途、銷售管道或途徑，與建立其事業廢棄物與相關清理設施資料。 | ||

Enhancement of Management of Public and Private Waste Disposal and Treatment Agencies and Improvement of EIA Follow-up
| 英文摘要 | The purpose of this project was to conduct follow-up inspections of environmental impact assessments, to provide guidance on technology improvement, and to provide inspections of the public and private waste disposal and treatment agencies. The services provided for this year were the followings: 1.To conduct inspection and provide technical guidance for 46 public and private waste disposal and treatment agencies. It was to make sure that the public and private disposal and treatment agencies follow the Waste Disposal Act and other laws related to waste disposal. 2.To conduct sampling analysis of the water quality at the 8 public and private sanitary landfills, and review the analysis results. 3.To conduct 8 seminars and meetings related to enhancing the management of public and private waste disposal and treatment agencies. 4.To conduct follow-up environmental inspections for 6 public and private waste disposal and treatment agencies monitored by the EPA. It was to urge them to follow the items agreed in environmental impact assessments and to assist them in improving their works and enhancing their operation efficiency. 5.To coordinate the amendments in 「The Method of Permit Management in Public and Private Waste Disposal and Treatment Agencies」, the treatment methods of incineration, shred-sorting and distillation were chosen to establish the document guiding in application, to evaluate the treatment logicality, efficiency, to establish the product specifications, usage, marketing information and the waste treatment facilities. | ||
