評鑑地方永續發展推動情形及建立地方永續發展指標系統
| 中文摘要 | 經建會自民國93 年開始補助全國10 縣市執行地方永續發展計畫，之後則由環保署持續補助。截至97 年底止，全國共有24 縣市完成地方永續計畫，而環保署也於97 年完成地方永續發展之修正規劃。本計畫內容在於評鑑地方永續發展推動情形並建立地方永續發展指標系統。研究團隊延續去年度之研究成果，首先邀集國內相關領域之專家學者成立評鑑委員團，擬定本年度評鑑制度、表單及指標系統後，請各縣市提供相關之書面資料，說明地方永續發展執行現況及成果。研究團隊也依據所制訂出之指標系統，以環境、經濟及社會三面相，分析各縣市之永續性趨勢變化。完成上述工作後，本計畫請評鑑委員針對各縣市之書面資料及指標結果做評鑑及提出相關改善建議，並在之後的公開說明會中向各縣市承辦人員說明評鑑結果。此外，本計畫為輔助整體評鑑作業執行，也召開二場次計畫說明會、三場次評鑑委員諮詢會議及三場次縣市地方永續發展評鑑會議。 | ||

Project on the assessment of the local sustainable development status
| 英文摘要 | The implementation of local sustainable development project in Taiwan was initialized in 2004 by the Council for Economic Planning and Development (CEPD) through subsidizing 10 cities/counties to participate in the program. In 2005, the Environmental Protection Administration (EPA) became the central competent authority of Local sustainable development and responsible for administering and subsidizing cities and counties in implementation of local sustainable development project. At the end of 2008, a total of 24 out of 25 cities and counties have successfully implemented the project. There are 2 main tasks in this project which includes the assessment of all the local sustainable development projects, and the formulation of the suitable local sustainable development indicators. Regarding the assessment of the local sustainable development programs, the project team first established the assessment committee which consists of experts from the various disciplines and formulated the assessment procedure with the information submission guideline which explains the information requirement for the assessment process to the various local government departments. Concerning the formulation of assessment indicators for local sustainable development, the project team compared 5 different indicator systems and formed a indicator pool of over one hundred indicators. With the aid of the assessment committee, the indicator system consists of 52 indicators covering environmental, economic and social perspectives were formulated. The project team obtained quantitative data from the central statistical database published by the Directorate-general of Budget, Accounting and Statistics, Executive Yuan to calculate the results and analyze the sustainable development trend shown by each city/county. A total of 8 meetings were held during the project which consists of 2 sessions of open discussion meeting with the local authorities, 3 sessions of expert assessment meeting and 3 sessions of expert consultation meeting. | ||
