Taiwan’s economy has grown rapidly during the last 30 years, resulting in a corresponding increase environmental pollution and ecological damage, so the people of Taiwan take self-help movement to protest against environmental destruction and pollution. After the Lin Yuan public nuisance event in 1989, government started to complete its public nuisance system and related laws, but twenty years later, small public nuisance disputes, Chaoliao event, occurred again.
Chaoliao is one of the biggest public nuisance disputes event in recent years. It highlights the difficulties of pollution identification to lead the public to take self-help movement. Local government doesn’t take action by Public Nuisance Dispute Mediation Act quickly to alleviate public nuisance problem, resulting event expansion.
In order to calm the public nuisances dispute, Taiwan Environment Protection (TEPA) consults specialist to act as the deputy of public to establish contamination investigating and risk management team to propose proof-of-evidence responsibility reverse system and concluding the environmental protection agreement. It has made self-help movement gradually toward to public rights interference and has entered into a brand new milestone.
This study refers to official government data/information (the historical environmental pollution dispute events recorded by Environmental Protection Administration and the data from Control Yuan), follow the event track to produce the documentary film and story. There are three 15-minute sections: first, from LinYuan to ChaoLiu, congregate block is the best way? In the second section, main topic is the difficulties to find chief culprit. The third, it describes from environmental protection agreement to territory planning. Adopting oral history report and to interview the party concerned. Purchasing films from Taiwan Public Television Service and Taiwan Television Enterprise and returning the story back to its original status. Regarding ChaoLiu story, it starts from self-exertion relief, ChaoLiu event itself and end up with the lesson it brings.
This project has produced environmental documentary film to take down Chaoliao event. As for strengthen the result, it will be presented by a story-telling way. The project will also publish knowledge-dominated story book, also a feature book.
