中央管河川劃定水區訂定水體分類檢討計畫

中文摘要 本計畫針對中央管的24條水系另加上淡水河流域,一共25條水系,就各水系現況進行基本資料、水資源利用、各種利用用途、用水量及水權量、用水水質狀況等加以充分調查,依現在及未來的用途,檢討現行已公告之水區水體分類之合宜性以及修訂之必要性,並逐條水系提出檢討結果。 日本河川水體水質分類以水體用途標的分為六等級,類型中各基準值項目各分級皆有BOD之基準值,已可足以呈現河川全水系水質BOD污染狀況,惟我國河川水體分類在丁級及戊級並無BOD基準值,故要以河川水體水質達成率表示時,則必須以各級各項水質項目綜合性之達成率為計算之依據。經以淡水河水系各河段水質監測站2006年之水質檢測結果加以試算,從其達成率之數值已頗能呈現河川配合水體用途分級保護達成狀況。 台灣河川水質指數(Water Quality Index,WQI)創立於1990年,因時境遷移,環保署已多次修正河水水質基準,因此河川水質指數也有修正的必要,整體而言,新舊WQI對60分以上之合格水質河川無顯著差異,當河川污染程度越高新WQI加分越明顯。另外,用新WQI評估水質變化趨勢時,水質惡化時新WQI下降幅度較小,水質改善時新WQI提升幅度也略小,與舊WQI差異在±3分之間。為使新WQI得到廣泛運用,預計利用成功大學環境工程學系網路空間設置台灣河川水質計算伺服器(http://140.116.44.13/),並以該系水質管理實驗室專業人力進行系統維護與使用者諮詢。

The evaluation of Charge for Using Public River land order water bodies classifications Project

英文摘要 In this project will focus on twenty-four administered by central government and Toucian river basin. Various factors such as water-quantity, water resources plan, background water quality, water quality standard.observed water uses and water quality of some water bodies Necessary modification of the classification and designate uses of the Water Areas are to be proposed according to the evaluation result provided by this research and opinions and suggestions from experts, scholars, governmental officials, and non-profit environmental associations. Classification of River Water Bodies are VI grades in Japen. The BOD standard had regulated in six-grades, but it hadn’t regulated in fourth grades and fiveth grades in Taiwan. The river water quality achievement rate of accomplishment is according to all water quality item in every grade. Calculating Toucian river water quality achievement rate of accomplishment conform to classification of River Water Bodies . WQI established in 1990. Customs change with the times, EPA had revised river water quality standard many times. It is necessary to revise WQI. Overall, new WQI to have difference of showing to 60 the above-mentioned qualified water quality rivers while being old WQI. As the degree of pollution of rivers is the more high, the degree of WQI Score is the more obviously. In addition, new WQI is different from old WQI, the range is between -3 and +3. It well set up WQI server in further. It will provide to maintain system and users to seek advice from.
