Recently, due to the promotion of public senses on environment protection, the number of noise complaints are increased year after year, it reaches to about 45000 cases in year 2007, also holds the second place of environmental pollution complaints, which is close to the first place issue for waste and environmental sanitation. The current noise control policies focus on the results control, the overall noise level should be less than “Control Standard of Noise Level”. Since 2006 the Taipei city and the Tauyan county enforces the action control, “prohibition of night construction work”. The number of construction noise complaints still climbed from 10702 in year 2006 to 13017 in year 2007. The noise control from the “source” should be an important issue.
This object of this project includes: (1) Study and draw up the “Regulation for the permission control of the establishment and operation of strong noise facilities”. (2) Establish the off-line system for application and proof tasking of permit. (3) Establish the standard operation process for application and proof tasking of permit. (4) Perform the policy explain conferences. (5) Study the cooperate measures for the realization of policy of “Noise Source Control”.
This project has achieved the following objectives:
1. Statistic analysis on the capacity of construction cases related to the “declaration for first batch of high noise emission facilities”
2. Assist the legal process for promotion of the “declaration for first batch of high noise emission facilities”
3. Draw up the “Regulation for the permission control of the establishment and operation of strong noise facilities”.
4. Draw up the “standard operation process for application and proof tasking of permit of construction facilities”.
5. Established the off-line program system for application and proof tasking of permit of construction facilities.
6. Collections and prepared five examples for application and proof tasking of the permit of construction facilities
7. Draw up the “Process manual for application and proof tasking for permission control of construction facilities”.
8. Held three policy explain conferences in Taipei, Kaohsiung and Taichung.
9. To cooperate to the “control of strong noise facilities”, some amendments of the noise control regulation policies and countermeasure have been proposed.
