97年度各縣市執行空氣品質改善維護計畫之成效彙整分析及協助考評工作推動計畫
| 中文摘要 | 本年度分析縣市共通性計畫執行經費、人力成本及工作成本上之差異，提供未來補助計畫經費之參考，各計畫平均人力成本約72~91仟元/人月，較96年提高，對提高縣市執行品質具正面意義。評析露天燃燒、機車定檢、柴油車檢測、餐飲業及加油站等管制工作，以檢測不合格改善等推估污染減量，其中機車排氣檢驗業務HC減量佔移動源之1.28%，CO減量佔2.22%，而若加嚴加油站氣油比符合率之規定，則還有減量空間。另由環保署其他專案查核結果顯示縣市執行法規規範內容辦理情形、機車攔檢及告發、油品檢測樣品合格率、營建工地符合管理辦法規範比率等均較96年提升。許可證核定正確率、排放量計算結果正確率則較96年減少，應再加強。 在協助執行績效考評作業方面，完成125處陳情案件改善狀況查核，其中有4家需加強改善之工廠均已完成改善。縣市道路1272.55公里之查核結果，各縣市道路均可維持在乾淨及普遍等級，優於96年。「人民空氣品質改善滿意度評估」問卷調查20349份，民眾對縣市空氣品質較去年改善情形整體滿意比例由96年34.4%提升為36.9%。辦理相關考評會議及執行成果觀摩會，提供縣市交流與環保署溝通之橋樑及空污技術諮詢委員提供政策建議之管道。 在考評要點修正方面，考評項目納入排放量管理相關指標，以結果論反映地方執行成果。另於「地方特色及區域管制」項目中明確訂定重點管制工作，以利縣市依循。 協助考評資訊系統整合與考評運作機制方面，提供縣市填報考評報表及考評相關查詢資料格式，協助SIP考評資訊系統將考評資訊電子化，做為未來管理縣市執行成果之工具。並提出四項工作準則為技術轉移之依據，以達經驗傳承之目的。 | ||

Project for Analyzing SIP Achievement of Local EPBs and Assistance on Performance Audit Works in 2008
| 英文摘要 | The differences of execution budget, manpower cost and working expenditure in common plans among counties were analyzed, and it provided subsidizing plans for reference. The average manpower cost was 72~91 thousand NTD per man-month. It was higher than that in 2007, and a positive signal for counties to improve the project quality. To assess about open burning control, motorcycle’s regular inspection, diesel vehicle’s inspection, restaurant and gas station control, the emission reduction was estimated from the improvement that was unqualified originally. The reduction ratio in mobile sources was estimated to be 1.28% for HC and 2.22% for CO. More reduction is possible if the requirement for A/L ratio in gas station is stricter. Besides, the inspection results of other EPA’s projects showed that the works including regulation consistency checking, motorcycle inspecting and disciplining, and the qualified ratio of sampled diesels and construction sites are all improved in this year. But the accuracy ratios of permit approval and emission calculation were lower than that of 2007 and needs further enhancement. To assist EPA to audit the performance of local EPB’s State Implementation Plan, 125 people complained cases were inspected and there were 4 cases accomplished further improvement after the inspection. Total road length of 1,272.55 km was inspected for cleanness condition. These roads were classified as clean or moderate and better than that of 2007. 20,349 copies of “Questionnaire for the satisfaction of air quality improvement” were accomplished. The ratio of satisfaction increased from 34.4% for year 2007 to 36.9% for year 2008. The auditing conferences and demonstration party/meeting were hold for opinion exchange between counties and EPA, and to receive recommendations from air pollution control consultant committee. To review and revise “Auditing Rules for Effects of Local EPB’s State Implementation Plan in 2009”, the emission management related indexes were combined to reflect executed results. In the audit item about “county characteristics and district control”, the major control works were pointed out and concluded for counties to follow up. To integrate the information system and working mechanism of SIP auditing works, the auditing input forms for year 2009 and the relevant documents for SIP Auditing Information System were compiled by project team and sent to local EPBs. In addition, 4 working principles were set up for technology transfer base to sum up working experience. | ||
