屏東縣移動污染源稽查管制計畫-機車排氣檢測暨宣導活動

中文摘要 97年度『屏東縣移動污染源稽查管制計畫-機車排氣檢測暨宣導活動計畫』自97年4月30日簽約後開始執行至97年12月31日執行成果,總計完成未定檢機車稽查回檢51,163輛,機車攔檢作業1,145輛,機車免費排氣檢測作業1,128輛,檢驗站定期查核5次,不定期查核36站,標準氣體查核比對作業116站,機車排氣檢驗站教育說明會辦理1場,機車排氣檢驗站業務座談會辦理4場,印製機車定檢提醒小標籤500,000張發放檢驗站張貼,印製及寄發明信片定檢通知13個月,規劃執行本縣國中、小學機車定檢教育宣導,執行民眾滿意度問卷調查,本縣聯外道路交通流量調查,協助環保局處理民眾檢舉案件,設置定檢站交流網及建置死車資料庫等。 由機車定檢資料分析各鄉鎮市到檢情形,較佳之鄉鎮為萬丹鄉(75.65%)、屏東市(73.28%)及麟洛鄉(69.56%),而已設定檢站到檢率較差之鄉鎮有恆春、高樹、枋寮及佳冬等。檢測車輛主要仍以三陽、光陽、山葉三大廠牌機車為主,以山葉廠牌105,411輛次最多,三大廠牌檢測數量共計有264,970輛次,佔所有檢測數量93.51%。各機車廠牌污染物排放濃度不論CO或HC均以偉士牌、永豐及其他廠牌排放污染量較高,光陽及三陽機車排放污染量較低。CO平均排放濃度方面:二行程的平均排放濃度為3.07%,四行程的平均排放濃度為1.78%。HC平均排放濃度方面:二行程的平均排放濃度為5,954ppm,四行程的平均排放濃度為736ppm,CO及HC的平均排放濃度,皆以二行程較高,尤其是HC的平均排放濃度,高出四行程約8.09倍。攔檢未定檢之二行程機車不合格率25.56%,攔檢未定檢之四行程機車不合格率8.66%,攔檢未定檢之整體平均不合格率為13.87%。攔檢已定檢之二行程機車不合格率6.29%,攔檢已定檢之四行程機車不合格率2.74%,攔檢已定檢之整體平均不合格率為3.74%。 115站檢驗站已完成5次定期查核,查核結果其中以檢測動線標示不清、檢測區堆放雜物、耗材未依規定更換及取樣管不潔等情形失較多,再複查缺失都已改善。標準氣體比對結果除1家檢驗站第一次比對不符合規範標準外,其餘檢驗站標準氣體查核比對皆符合標準,此家檢驗站經手動校正後,再次進行比對時已可符合規範。 至97年11月底止,屏東縣機車排氣定檢到檢率分別為59.24% (回歸車籍)及51.90% (依檢驗站),總平均則於24縣市排名第20名。與歷年同期比較,無論於回歸車籍或依檢驗站之到檢率皆提昇7%以上。依行政院環保署提供之交通工具污染物排放削減量係數推估,本年度計畫執行至11月底,污染物排放削減量在NMHC部份為250.83噸/年、在CO部份為1,169.31噸/年。

Project of inspecting and regulating moving pollutants---activity blueprint for checking, propagating and exhorting not to discharge too much exhaust of motorcycles

英文摘要 The “project of regulating moving pollutants---activity blueprint for checking, propagating and exhorting not to discharge too much exhaust of motorcycle in 2008” was enforced from 30th, April, 2008 when the contract is signed to 31st, Dec. 2008. Totally had we finished re-inspecting 51,163 motorcycles which haven’t been completed regular check yet, intercepting and checking free 1,128 motorcycles for exhaust emission, getting regular examination for vehicle checking centers 5 times, irregularly examining 36 checking centers, ratifying and contrasting the standard gas of 116 checking centers, holding one educational and illustrational conference and 4 discussion meetings for practice at the motorcycle exhaust checking center, printing 500,000 reminding labels for checking centers to stick it on the motorcycles which have been examined, printing and mailing postcards for 13 months to notice motorcycle drivers to take regular examination for vehicles, working out and enforcing regular education and exhortation of motorcycle checking in junior high schools and elementary schools of Pingtung County, surveying public satisfaction by questionnaire, investigating the traffic volume of Pingtung county’s connective roads, helping environment protection bureau to deal with reports on the trespassing against environment protection of others, setting up the interchange web of regular checking centers and data base of ruined cars, etc. In terms of the check-in and inspection rate of motorcycles in every township and city in Pingtung county, Wandan township (75.65%), Pingtung city (73.28%) and Linluo township (69.65%) were the better ones, while Hengchun, Gaoshu, Fangliau and Jiadung were worse. The motorcycles inspected were mainly brands of Sang-Yang, KYMCO and YAMAHA, which shared totally 93.51% or 264,970 vehicles/times; among them, there were 105,411 vehicles/times of YAMAHA which held the biggest sharing. No matter the concentration of CO or HC pollutants, motorcycles from Vespa, Kawasaki and other brands always discharged more pollutants, while KYMCO and Sang-Yang polluted the air less. As to the average emissive concentration of CO, it’s 3.07% among two-stroke motorcycles, and 1.78% among four-stroke motorcycles. As to the average emissive concentration of HC, it’s 5,954 ppm among two-stroke motorcycles, and 736ppm among four-stroke motorcycles. That means both the emissive concentration of CO and HC among two stroke motorcycles are higher than those of four stroke motorcycles, especially the emissive concentration of HC among two stroke motorcycles are approximately as high as 8.09 times of those among four stroke motorcycles. There were 25.56% of two stroke motorcycles that didn’t pass the intercepted inspection, while there were only 8.66% among four stroke motorcycles, and the total average of unqualified in the double check was 13.87%. And of those two stroke motorcycles which have been taken regular inspection, there were 6.29% unqualified in interception for double check, while there were only 2.74% among such kind of four stroke motorcycles. And the total average of the unqualified was 3.74%. We also finished the examination of 115 checking centers 5 times. Most of the unqualified results included unclear marking of the inspective movement lines, miscellaneous articles piled up at the checking spots, the wasted materials not replaced as regulation and sample tube unclean. But all the situations were improved when the reexaminations were taken. As to the contrast of standard gases, only one center was unqualified at the first examination, all the rest ones have passed the inspection and contrast. And after the unqualified center adjusted the defect by hand, it was qualified in the reexamination. Until the end of Nov. 2008, the rate of check in to accept inspection in Pingtung county were 59.24% (attributed to the registered ownership of cars) and 51.90% (according to checking centers), and such average rate of Pingtung ranked 20th among 24 counties and cities in Taiwan. Compared with the same period of former years, the rate of this year has been risen 7%, no matter measured according to the registered ownership of cars or checking centers. As extrapolated from the modulus of decreasing vehicle-exhaust emission provided by the Environment Protection Administration, Executive Yuan, the project enforced in this year has curtailed the volume of NMHC 250.83 kilotons/yearly and CO 1,169.31 kilotons/yearly.
