97年臺中縣汽機車污染管制及定檢站管理計畫

中文摘要 本計畫自97年4月1日開始執行,相關計畫工作量統計至98年2月28日止,機車納管率為88.3%,未定檢車輛回檢77,748輛次,總計完成10點次車牌辨識及40點次假日賣場等巡查50,224輛次未定檢車輛,回檢率為59%。而特定區域(包括工業區周遭路段、銷售市場及大賣場等處)及車流量較大路口進行6,007輛次巡查掛單作業回檢率達82%。另寄發36,003封低定檢率鄉鎮逾期未定檢通知作業回檢率52.7%。 本縣175家定檢站共完成881家次定期查核、350家次標準氣體查核、175站次定檢站不定期實車查核作業,4場次經銷商座談會、2場次檢測人員教育訓練及優良定檢站表揚評鑑、業務研討會議各1場次。 定檢站查核方面,期查核結果以「檢測紀錄單未交給受檢人」36家次為最多、「無影像攝影紀錄或車牌影像攝影記錄模糊」為之(22家次)。依「臺中縣機器腳踏車排放空氣污染物檢驗站執行檢驗業務違規記點項目」規定,統計至98年2月28日止,總計91站次定檢站查核缺失及16站次之誤植車號統計,其中有6家定檢站因情節重大已做停站處分,其包括LA2金友祥機車行定檢站因誤植標籤;LE7鑫輪車業行標籤與車號誤16次及無車牌影像2次;LD4正揚機車行、LA6泰興車行及L20霧峰伯祥車業有限公司因車號誤植且未報備環保局做修正,導致民眾受罰;而L66福聯輪業有限公司因非檢測人幫民眾做機車排氣檢測,暫停檢測3個月,其餘5家定檢站則暫停檢測1個月。於臺中縣定檢站管理要點內,對於非檢測人員執行檢測,僅處該站定檢站停站1個月,累犯者才得以廢止定檢站之處分,針對管理要點之處分情節比中央處分情節鬆懈,建議明年度應重新修訂本縣定檢站管理要點,以提升定檢站之檢測品質。 在分析本縣機車檢測資料方面,二行程車輛以偉士牌機車較為老舊且其平均車齡也較其他廠牌之車齡高,導致其檢驗不合格最高達37.3%;四行程則以哈特佛不合格率最高達39.9%,乃因其該廠牌創立之初,乃以銷售國外為主,因此機車零件組裝均依國外法規製造,導致該廠牌車輛於國內使用時,因國內法規較國外法規為嚴格,致使四行程車輛以哈特佛不合格率較高;其餘各廠牌皆以二行程車輛不合格率高於四行程車輛。 探究其因素,乃因二行程車輛之引擎循環過程為二衝程,雖然二衝程引擎燃燒不完全、效率差,但構造簡單、造價低廉,而且輸出功率較同樣大小的四衝程引擎為大。因此,為了避免動力不足,在50/90c.c.的車型大多採用二行程引擎;而125/150c.c.級的車型則全面採用四行程引擎。但由於二行程採用機油混合燃燒的方法,容易燃燒不完全產生白煙,而排放之污染物較四行程車輛高。再者,若二行程車輛未完成暖車即進行排氣檢驗,將造成車輛檢驗不容易通過,導致不合格率偏高。因此,未來年度針對定檢站查核應特別針對二行程車輛是否完成熱車才進行檢驗加強查核。在車齡部分,四行程機車以車齡超過10年以上,其CO值及HC值平均濃度偏高;而車齡與CO及HC檢驗濃度呈正比關係,10年以上之機車CO檢驗平均濃度大於2%,9年以上之機車HC檢驗平均濃度大於2,000ppm。建議明年度持續宣導7年以上二行程車輛汰舊換新作業,以降低二行程車輛污染排放濃度。97年度污染物排放削減量在NMHC為200.9公噸、CO為1,219.3公噸。

Plan of vehicle’s pollution controlling and Regular Inspection

英文摘要 This project was executed from April 1st, 2008, all related statistics are till February 28th, 2009. The motorbikes in controlling are 88.3%, those amounts returned without regular inspection are 77,748. There are 10 times in recognition of the license plates, the inspected amounts without regular inspection in shopping mall on holiday are 50,224, and the percentage of returning to inspect is 59 %. For special zones (including around industrial zones, sale markets and shopping malls) and the roads with more vehicles, the percentage of returned in noting and inspecting 6,007 motorbikes is 82%. Also we mail 36,003 overdue inform letters to low percentage of regular inspection countries, the returned percentage is 52.7%. We inspected in 175 Regular Inspecting Stations of Taichung country for 881 times, 350 times for standard gas inspection, 175 times for whole-car inspection, 4 seminars for dealers, 2 assessments for inspecting staffs training, praise for excellent Regular Inspecting Stations and a business seminar. For inspecting in Regular Inspecting Stations, there are 36 stations in “Without handing records to users” is the first one, and the second is “Non-shadow photo records aren’t clear” (22 times).According to 「Taichung district Inspection site for motorcycles causing air pollution performs inspection and records failed specifications」, in statistics, there are 91 stations in inspecting defects and 16 ones in recording wrong licenses of plate.6 of them have been closed due to their big mistakes, including LA2 for wrong labels; LA6 and L20 record wrong plate for 16 times and 2 times without plate photos; LD4、LA6 and L20 didn’t recall to Department of Environmental Protection, Taichung country and cause the populace were fined.L66 who inspect the motorbikes exhaustion in none-trained staff will halt it’s inspection for 3 months, others will halt for 1 month. In the management of Regular Inspecting Stations in Taichung country, the stations who inspect in none-trained staff will be fined to hale the inspection for 1 month, and they will be fined to be abolished in secondary times. Focus on the punishment is slack to central government, we suggest to modify the management to raise the inspecting quality. Analyze to the motorbikes data in Taichung country, for 2 stroke motorbikes, Vespa is older and cause the inspections fault to 37.3%, it’s the worst one; for 4 stroke motorbikes, fault of Hartford inspection is 39.9%, because it’s made for oversea and follow their laws, the law in Taiwan is stricter than others, so it’s failure is higher in 4 stroke motorbikes and for all brands, 2 stroke motorbikes is higher than 4 stroke ones. Research to the results, it due to the procedure of engine recycle in 2 stroke motorbikes is for two stroke. Though the engine’s combustion is incompletely, low efficiency, but for easy construction, cheap and bigger output power than 4 stroke motorbikes in same size. To avoid the power insufficient, the motorbikes in 50/90c.c. use 2 stroke engines most, and those 125/150c.c. use 4 stroke engines. But for 2 stroke engine, it burns in oil and gasoline mixture, it’s combustion incomplete produce white smoke and exhaust more pollutions than 4 strokes ones. And also, if 2 stroke motorbikes are inspected without warm-up it’s easier to make high percentage of failure in inspection. So, in the future we suggest to strengthen inspection in 2 stroke motorbikes if after warm-up or not. In the motorbike age, over 10 years 4 stroke motorbikes have higher average CO value and HC valve; the relation of motorbike age and CO and HC concentration is in direct ratio. The motorbikes over 10 years, their inspecting CO average valve is bigger than 2 %, and those over 9 years their inspecting HC average valve is bigger than 2,000 ppm. We suggest to continue the guidance for over 7 years motorbikes in interchanging to lower the pollution of 2 stroke motorbikes. The reduction of pollution exhausting for NMHC is 200.9 tons, and 1,219.3 tons for CO in 2008.
