Environmental Protection Administration(EPA) choose Taipei city、Taichung city and Kaohsiung city to establish 「the project for reducing mobile source air pollution in urban area」,through setting up several control measures as below to reach the goal for reducing 1/3% of mobile source air pollution. The control measures are 「encouraging use of clean fuels」、「popularizing low pollution car」、「improving Traffic Management Measures」.
Although Taichung county has not join the above project, but the county government still follow the form of the project to establish the similar project -「the project for reducing mobile source air pollution 2006 (Taichung county)」for reducing emission of greenhouse gas and air pollution.
The essence of the project in Taichung county is through a creative plans such as -「building the system of recycle raw」、「advertising of clean - fuel vehicle」「cycling for commuting」to encourage residents to join the project.
The goals of this guideline are 1. Research on the information of public construction around Taichung county and popularizing for using clean fuels. It is already finish the researching for collection the database of important traffic system and public construction in Taichung county, and analysis the short and long term developing strategy for reducing the mobile source air pollution.2. Research on the tendency of clean fuel vehicles and popularizing strategy, also analyzing the short and long term developing strategy.3. Research on the traffic flow survey data in Taichung county.
For encouraging residents using bicycle to commute, the county government invited professors from different area in transportation management、urban designing、civil engineering、environmental engineering and bicycle industry to group a professional team for exploration the new 8 roads for bicycle riding in the county. There also hold three time meeting in 16th Oct 、28th Nor and 31st Dec to discuss the plan for building a system of bicycle road in great Taichung area by the county government.
The plan also focuses on researching - 1.inclination of riding bicycle for commuting from people who working in private and public sectors 2.the information for the tool which people are using to commuting 3.the information for the roads where people commuting. After finishing the research, the county government start make a plan for encouraging people riding a bicycle to work. In 7th Dec, there also hold a meeting -「The plan for advancing ISO 14001 system to encourage residents riding bike」.There have 13 companies joined the meeting, these companies are already join the ISO 14001 system, after the meeting, there have 5 companies agree to join this plan. On the other hand, there also have 32 residents who working in public sector agreed join the plan to ride bike to work from 1st Aug to 30th Nor 2006, 22 in 32 people who ride bike every day to work, the attendance rate is 68.75%.
For stimulate the project in Taichung county and reducing air pollution、greenhouse gas emission, the county government plan to build 「pedestrian zone」,the goal of this plan is changing residents attitude toward using low pollution vehicle. The process of the plan is follow by 1.limiting vehicle to entry pedestrian zone, 2.holding a meeting for analysis of the plan, 3.surveying traffic flow in the county, 4.feasibility assessment, 5.produce the assessment report.
The plan is also 1.collecting the data of number of passenger who using public transportation for commuting and the time table of public transportation (including: bus and train), 2.done feasibility assessment for subsidizing the public transportation system in the county, 3.analysing the plan for building bike rental system and carpool system in the county.
For advertising the project of using clean fuel, the county government already made 4 advertisements, the topic of the advertisement are 「subsidizing purchasing dual fuel car」、「subsidizing changing high pollution bike」、「green day」、「encouraging residents join carpool system」.Every month from Aug 2006 to Feb 2007 were show 200 times advertisement through radio, after Oct 2006,there were show other advertisement 10 time per month, the topic of advertisement is subsidizing purchasing dual fuel car and changing high pollution bike. There also had 32 times activities for trial driving dual fuel car from May,1292 residents were join the activities, and there also finish one great advocacy activity, over 500 resident join this activity.
