96年度『空氣品質監測站資訊顯示系統操作維護及分析作業計畫』

中文摘要 本計畫主要執行目標係藉著臺南市空氣品質監測站顯示系統設備維護工作,確保運轉正常及數據品質,同時彙整維修紀錄表及改善建議報告,提供臺南市環保局掌握維修狀況。並修訂測站維護之標準作業程序及維護檢查表格以確保維護品質,配合達成環保署監測站考核標準。 計畫執行成果簡述如下: 一、城西里測站部分 1.監測站操作維護 定期進行包括半月維護、月維護、季維護及半年維護,所有作業皆依工作進度進行。並於每月10日前,提送前一月相關維護報表。 2.數據管理 城西里測站之數據管理部分,依照環保署之管理方式進行,剔除相關異常值時,亦保留原有測值。並定期提送日報表及月報表。在資料獲取率部分,截至96年02月至97年01月為止,各項分析儀之資料獲取率皆在94%以上,氣象設備為99%。 3.監測結果 在懸浮微粒(PM10)監測結果方面,彙整96年02月至97年01月之城西里測站與環保署臺南及安南站測值,顯示季節對PM10影響十分明顯,在夏季時明顯較冬季為低。此外,城西里站、安南及臺南站,3測站之趨勢趨於一致。在PM10事件日方面,共計有23日,以安南站共有9日最高,臺南站為8日,而城西里站則為6日,其發生月份集中於96年02月、11月、12月及97年01月,研判應為冬季氣候乾冷,加上大氣擴散不易,造成PM10濃度容易累積。 在臭氧(O3)監測結果方面,彙整96年02月至97年01月之城西里測站與環保署臺南及安南站測值,顯示在此段監測期間內3測站之測值相近且趨勢相仿。在臭氧事件日方面,共計有23日,以臺南站共有20日最高,安南站2日次之,城西里站1日為最低,發生時期以夏季為相對較多,因其生成原因與日照強烈有明顯關係,主要前驅物為NOX與NMHC,而此兩者主要來自於汽、機車排放,所以以位於市區的臺南站為最多。 二、資訊看板部分 1.定期線路檢查及環境清潔 每週至少一次進行顯示看板之檢查作業,顯示截至97年01月底為止,各月份檢查次數皆在4次以上。主要定期檢查維護之硬體設備及功能共包含電源箱、通風設備、電燈照明設備、電腦系統、內部清潔、防水及門鎖功能、顯示狀況。 2.不定期之檢查工作 針對線路之故障問題,本公司派駐環保局人員,於接獲通知後,即進行現場狀況之瞭解,並回報相關情況,隨即儘速派員至現場處理。 3.顯示看板資料更新作業 整個計畫執行期程(96/02/06~97/02/05)製作之相關文宣檔統計及撥放內容合計共達292筆,其中環保局共178筆,比例高達61%。 三、人工監測站部分 1.監測站操作維護 每月上、下半月定期進行監測站之操作及維護工作。 2.校正作業 除每月一次之單點檢查、每季一次之多點校正及每半年一次之追溯一級校正作業外,並配合環保署查核作業,於查核前增加進行一次多點校正,各項校正結果均符合規範要求。 3.監測結果 本年度之監測結果解析,在TSP部分,自96年02月至97年01月各人工監測站總懸浮微粒(TSP)監測結果並無超過空氣品質標準;歷年(91年~96年)本市TSP監測結果顯示各年度之趨勢大抵一致,均呈現冬季高、夏季低之趨勢。 在落塵量監測部分,測值呈現冬季高、夏季低的現象與TSP變化一致。 四、測站查核部分 1.人工測站查核 環保署人員於96年8月22日選定民德國中站進行查核,查核內容為採樣器流量誤差及測站檢查,查核結果為全數滿意。 2.自動測站查核 環保署人員於96年9月21日進行城西里自動測站查核,查核缺失如表1所示,相關缺失已於查核當日改善完成。 表1 自動測站查核缺失改善說明 主要缺失 原因 改善方式 改善日期 未來改善對策 1.總碳氫分析儀THC資料蒐集器相關系數為0.9937,未達查核標準。 儀器於查核前日始完成故障修復,至查核時運轉狀態尚未穩定。 待下午儀器穩定運轉後,重新進行多點校正。 於96/09/21現場改善完畢,並已達規範要求。 1.由於儀器故障為不可抗力因素,爾後如有儀器故障,應即立刻通知環保局,俾以掌握監測準確性,並已建立相關故障及通報標準程序,確實遵守。 2.加強儀器維護,並對總碳氫分析儀THC徹底檢查及執行儀器多點校正後修正DAS參數。 2.PM10粒狀污染物監測儀流量查核結果誤差過大。 流量調整閥驅動馬達故障。 將馬達拆卸後,改為手動調整。 於96/09/21現場查核後即調整完畢,並重新查核已達規範要求。 1.後續更換流量調整閥後,再執行流量多點校正。 2.加強儀器內部清潔。 五、工作達成率 彙整計畫工作內容及其量化目標與執行實際達成率如表2所示,相關規定之工作內容均已完成。 工作進度表 序號工作項目計畫目標達成量 達成率(%) 1自動測站半月定期操作維護 24 24 100 2 每月定期操作維護 12 12 100 3 每季定期操作維護 4 4 100 4 半年定期操作維護 2 2 100 5 查核作業 1 1 100 6 資訊看板 線路檢查 48 48 100 7 清潔工作 48 48 100 8 看板維護 4 4 100 9 人工測站 高量採樣 144 144 100 10 監測儀器保養維修 24 24 100 11 PM10濃度量測 72 72 100 12 PM2.5濃度量測 72 72 100 13 落塵量收樣及放樣 72 72 100 14 樣品分析 12 12 100 15 一級流量校正 2 2 100 16 單點流量校正 144 144 100 17 多點流量校正 36 36 100 18 精密度測試 12 12 100 19 新聞稿提送 6 6 100 20 宣導動畫 4 4 100 21 維護報表提送 12 12 100 22 提送期中/期末報告 2 2 100

ABSTRACT

英文摘要 The achievements of this annual project are stated as below: For Chencily Auto-Monitoring Station, the data obtaining rates of the analyzers were all above 94%, whereas those of the meteorological equipments were above 99%. For the PM10 monitoring reports, Chencily, EPA Tainan and EPA Annan stations showed the significant season influences on PM10. The readings in summer were obviously lower than those in winter and the trends of the three Stations were identical. During the project period, from February 2007 to January 2008, PM10 counted for 23 episode days in total: 9 days at Annan station, 8 days at Tainan station and Chencily station had the least of 6 days. The highest value reached 208μg/m3. For the ozone (O3) monitoring reports, Chencily, EPA Tainan and EPA Annan stations had similar readings and the trends were also identical. During the project period, O3 counted for 23 episode days. Among them, Tainan station had the most of 20 days, Annan station stood at the second with 2 days, and Chencily station had the least of 1 days. The highest value reached 79.9ppb and mostly happened in summer, which showed the impact of sunshine. NOX and NMHC are the two major factors that form ozone (O3). Since they are mainly from the discharge of motor vehicle and motorcycle, it explains why Tainan station, which locates in urban area, had the most episode days. The TSP results at the Manual Operation Monitoring Stations were complied with the air quality standard. From year 2002 to 2007, TSP values have been showing an identical trend, high in winter and low in summer. As for the analysis of TSP constituents, the concentration of Cl- was between 1.08~14.96μg/m3. The trends were identical, slightly higher in winter. The highest of 14.56μg/m3 occurred in 2004 and the lowest of 3.76μg/m3 did in 2002. The concentration of NO3- in TSP constituents was between 2.12~24.78μg/m3. The measurements over the past years showed a trend of high in winder and low in summer. The highest of 11.25μg/m3 occurred in 2003 and the lowest one of 8.96μg/m3 did in 2006. The concentration of SO42- in TSP constituents was between 4.91~42.72μg/m3. The highest of 17.26μg/m3 occurred in 2002 and the lowest of 11.23μg/m3 did in 2005. The concentration of Pb in TSP constituents was between 0.011~0.065μg/m3. The highest of 0.112μg/m3 occurred in 2002 and the lowest of 0.030μg/m3 did in 2005. The measurements of all stations were below the monthly mean (1.0 μg/m3) in accordance with the air quality standard. The trends of dust fall at the Manual Operation Monitoring Stations were all similar. In the past years, the highest value was 11.69 tons/square km/month in 2004 and the lowest value was 4.23 tons/square km/month in 2001. EPA inspection report showed that Chencily Auto-Monitoring Station achieved 88% in the satisfaction survey. Two flaws were pointed out and improved on the day of inspection. The station at Tainan Municipal Min-De Junior High School was selected for the inspection of Manual Operation Monitoring Station. The outcome was 100% satisfactory. For the electronic billboard, a total of 292 advertisements were broadcasting. Among them, 178 were for Tainan EPB, which counts for 61%; 85 were for the Revenue Service Office; the rest was for Tainan City Government, National Tax Administration, etc. It certainly has provided an effective way to publicize the environmental protection policies.
