98年度「垃圾全分類零廢棄執行成效查核專案工作計畫」

中文摘要 本計畫目的為瞭解「垃圾處理方案之檢討與展望」、「一般廢棄物資源循環推動計畫工作」之推動現況以追蹤管考環保署「垃圾零廢棄」之中期管理目標,另蒐集全國一般廢棄物處理處置設施之供需現況及「垃圾減量」、「適燃性廢棄物不進掩埋場」對垃圾清運量成分影響,以評析我國一般廢棄物再利用工作與一般廢棄物類別與性質。經本年度執行及彙整,統計98年1~9月之資源回收率為33.62%、廚餘回收率為9.15%、巨大廢棄物回收再利用率為0.82%,平均每人每日垃圾清運量為0.527公斤,全國垃圾妥善處理率為99.98%,已符合預期目標。其次,完成15場次廚餘與巨大廢棄物再利用設施現場查核與操作營運效能評估,建議億順堆肥場等單位對堆肥設備、堆肥操作管理、污染防制設施及場區環境進行改善。再者,完成2次一般廢棄物成分調查作業,發現果皮及菜葉最常出現於廚餘,資源則以紙容器、塑膠類兩類為主。綜合前述工作進行分析六大生活圈之一般廢棄物處理處置設施供需平衡後,建議各縣市可增加設置廚餘堆肥地點,並將廚餘與漂流木細破碎後之木屑製成堆肥半成品或成品,再委託(或標售)合格廠商製成有機肥料再利用。而巨大廢棄物再利用率建議可納入環保署對各縣市之考評成績中,以提升地方政府推動意願。至於即將屆齡之大型垃圾焚化廠,可試辦推動轉型計畫。為擴大資源循環推動成效,可納入一般事業廢棄物焚化底渣再利用。

2009 Evaluation of the Effectiveness of the garbage complete sorting and Zero Waste Project

英文摘要 This project aimed to obtain an understanding related to the current status of the “Review and Outlook of Trash Treatment Program" and "Programs for General Waste Recycling and Resources and Resource Recovery" in order to follow up and evaluate on the implementation of the “Zero Waste policy” which is a mid- term management target of the Environmental Protection Administration (EPA). Further, the project also intended to collect information on the current supply and demand of general waste treatments and disposal facilities, as well as the ingredient influences with the volume of garbage clearance for the “Garbage Reduction” and “Incinerable waste should not be buried in landfills” initiatives, to assess the categorization and composition of general waste recycled in Taiwan. For January-September 2009, the reusable waste recycling rate was 33.62%, the recycling rate of food waste was 9.15%, and the bulk waste recycling and reuse rate was 0.82%. The volume of garbage clearance per capita per day was 0.527 kg and the disposal or treatment rate of garbage reached 99.98% in Taiwan, which indicated that the current practices have met the expected objectives of this project. In addition, fifteen investigations of on-site recycling facilities and the evaluation of effectiveness and operations for food waste and bulk waste were also implemented. Recommendations were given to Yi-Shun Compost to improve the composting facilities, composting operations management, pollution control facilities and the composting environment. Furthermore, fruit peel and vegetable leaves were found with high frequencies in food waste, and reusable waste mainly consisted of paper containers and plastics in two surveys of general waste composition. After the comprehensive analyses of the balance of supply and demand of general waste disposal facilities in the six major metropolitan communities, recommendations were given as follows: Each county/city should set up additional food waste composting sites to manufacture semi-finished or finished compost with fine wood chips made from food waste and shredded driftwood, and then the compost can be commissioned (or auctioned) subsequently to qualified manufacturers for organic fertilizer production for reuse. As for improving the recycling rate of bulk waste, the EPA should incorporate this item into its evaluation on the environmental practices of cities and counties in order to increase the willingness of local governments to promote recycling efforts. A trial pilot transformation program was suggested for large-scale waste incineration plants that are near the end of their lifespan. In order to enhance the effectiveness of resource recycling, the incineration bottom ash from general industrial waste for reusing purposes should be considered.
