車載全天化自動化網路化水質監測及採樣保存實作計畫專案工作計畫

中文摘要 本計畫蒐集水質線上自動連續監測和採樣之技術及標準方法,並評估經技術可行性、適法性及成本效益,pH值、溫度、導電度可符合環保署檢驗所公告之標準方法下自動監測及採樣保存可直接作為稽查舉證之項目,據以規劃監測車應用於水體監測及污染稽查作業之功能及需求,其內容包括:水質分析系統、自動採樣及保存系統、資料處理暨控制系統、移動式車輛載具、監視及安全防護設施、軟體功能及其他相關設施。 經由本計畫監測車水質自動採樣及保存設備與國外設備之分析比較,彙整其共同性和差異性,在符合國內相關法令規範下,研議廢(污)水或水體水質平均值之採樣頻率與設備規格,並提出國內平均值水樣之採樣方式、樣品保存規範建議。 依據環保署認可後之監測車組裝計畫和功能測試計畫,完成監測車組裝、功能測試作業和功能測試報告,且測試結果資料可利用率達99%以上。邀集多位專家學者辦理2場次監測車組裝及試作討論諮詢會,並參考諮詢內容,充實改進監測車組裝及試作工作,擬訂「運用自動化設施執行河川及工業區廢污水採樣檢測試作計畫」,提供後續辦理全天化、自動化、線上連續監測放流水pH值、溫度、導電度,及定時或設定異常水質自動採樣及冷藏保存等工作之執行依據。

The Implementation Project by Using Vehicle Carried Automated Effluent Water Monitoring and Sample Preserving Device

英文摘要 This project collected the techniques and standard methods of the automatic water-quality monitoring and sampling, evaluated their technical feasibility, regulation compliance and cost-benefit. According to the assessment, pH, temperature, conductivity test could be in line with the EPA under the notice of the standard method of automatic monitoring and provided directly as audit evidence items. Based on the functional and operational planning, the vehicle carried automated effluent water monitoring and sample preserving device (hereinafter referred to as monitoring vehicle), which used in water pollution, includes water quality analysis systems, automatic sampling and preservation systems, data processing and control systems, mobile vehicles, surveillance and security infrastructure, software capabilities, and other related facilities. Through the comparison of the automatic water quality sampling and preservation equipment between the monitoring vehicle and imported equipment, this project compiled their commonalities and differences. In compliance with the relevant domestic laws, this project submitted the suggestions of the sample frequency, preservation methods and equipment specifications for the amendment of the effluent standards. Based on monitoring vehicle assembly plans and functional test plan by EPA approval, this project completed the monitoring vehicle assembly, functional testing operations and functional test reports. Finally, the availability of monitoring results can be more than 99% during the functional testing operations. In addition, invited experts and scholars apply for two screenings monitoring vehicle assembly and test for discussion and consultation meeting. It enriched the monitoring vehicle and improved the test plan of "Implementation of the river and industrial areas for wastewater monitoring and sampling by using automated facilities" to provide all-day follow-up processing.
