提升廢電子電器及廢資訊物品回收處理成效專案工作計畫
| 中文摘要 | 本研究之研究主軸為提升廢電子電器及廢資訊物品回收處理成效，使主管機關（環保署）在未來面對二法合一過渡時期及業者有意籌組試辦回收體系時，能有效推動回收體系運作模式，進一步能夠永續經營此一資源回收體系制度。 本計畫透過實地現訪與問卷調查地方清潔隊及其他民間回收業者（含登記回收商、拾荒業者、古物商及經銷販賣業者）等兩大類回收國內廢電子電器及廢資訊物品情形，推估可能廢棄流向與回收市場比例，及進入認證補貼體系之成本與經濟差異，據以研擬強制措施之可行性。另外，調查國內現有13家廢電子電器及廢資訊物品處理業者以了解運作管理成本、近3年整體營運收益及益本比等，並研析未來處理業者若自營自足之運作模式。除此之外，本計畫分析各物品組成元件之處理技術挑戰與目前處理業者之處理技術進行成本效益分析，同時以現訪與問卷方式調查國內責任業者對再生料意願與再生品質要求，作為再生料品質之提昇，並訂定11項較適合之ISO 14030環境績效指標作為未來評估處理業者之處理成效。針對前述研究成果對處理業者進行教育訓練，其課程內容包含：國際環保趨勢、產品生態化設計對回收處理之影響等議題。 最後，以現訪及問卷調查國內15家國內電子電器及資訊產品業者了解籌組試辦回收清除處理體系意願，並與國內上下游業者進行座談會，廣納各界意見於本計畫研究內涵，規劃擬定業者自主（電子產業資源回收處理平台）可行性草案，就回收平台的組織定位、組織架構、運作模式（金錢流與物質流之通路、回收物種類及範圍、未繳費業者之處理）、管理規範（對外關係與現有體系之配合、修法建議）等方面，提出初步規劃建議。 | ||

Promotes the recycling processing efficiency of the waste electronic electric appliance and the waste information goods research plan.
| 英文摘要 | The purpose of this project is to examine and then propose improvement suggestions on the operation of the national recycling system for waste electrical and electronic equipments in Taiwan. There are three aspects of concern in this project: the “hidden flow” of the waste recycling, the performance of the official system and the potential of establishing private recycling schemes in the future. To investigate on the “hidden flow,” or, the non-official recycling system, we have interviewed the local sanitary squad personnel, recyclable waste collectors and home appliance retailers through the country. Also for the evaluation on all registered recycling treatment plants, the analysis on their management structure, income sources and environmental management performance by means of the regulations of ISO 14030 have been completed. To clarifying the possibility of establishing private recycling schemes, we also interviewed 15 electrical and electronic equipment manufacturers and importers, mostly the major brand name companies in the domestic market. Through this project, the major achievements include a clearer picture of waste electrical and electronic equipment recycling situation, in both official and non-official sides, the improvement suggestions in financing and management for the registered recycling agents, and, the agreement among leading electrical and electronic equipment production companies to establish private recycling schemes. We also suggest strategy and feasible policy of further evolution of the recycling systems in Taiwan to the Environmental Projection Administration. | ||
