嘉義市96年度空氣品質改善維護計畫-空氣品質改善維護執行追蹤檢討計畫

中文摘要 本計畫自96年4月18日執行後,即著手瞭解嘉義市空氣品質改善維護計畫各子計畫工作目標、內容與執行成果,以評估執行成效,並進一步檢討後作成建議。爲了掌握嘉義市空氣污染源特性及其來源,本計畫更廣泛收集本市氣象資料及各污染源排放清單,推估分析嘉義市污染源排放特性。計畫執行期間為了掌握各計畫執行進度,達成環保署考評目標,以召開工作檢討會議方式,針對各計畫進行執行成效之追蹤檢討。本計畫執行至96年12月31日之成果量化表請參考表一,以下針對本計畫之工作項目成果逐項摘要說明: 一、環境負荷及變化趨勢 嘉義市從民國86年至96年間之環境負荷變化,人口數及車輛數(大客車、自用小客車、小貨車及機車)皆呈現逐年增加之趨勢,而人口密度更是雲嘉南各縣市中最高者,人口成長率僅次於台南市。在工商業部分,嘉義市近幾年工商業登記家數雖呈現成長趨勢,然至96年度稍有下降,而列管工廠數近三年亦呈現負成長。隨著本市人口及型態之發展,顯示人口增長所帶來的交通及逸散性污染所佔比例會越來越高。 二、空氣品質現況 統計過去13年雲嘉南空品區PSI 大於100 之比例,已由83年之5.3%降至92 年之2.9%,由此可知空氣品質改善措施於此段期間有發揮一定之成效。然93、94 年卻上昇至6.0%、6.3%( 93 年度全國各測站不良日普遍提高),95年更高達8.2%,顯示整體空氣品質於近3年有惡化之趨勢,而於96年空品不良率下降為5.1%,較95年度改善幅度達37.7%,顯示空氣品質惡化有減緩之情形。 嘉義市從83年至96年,NO2濃度下降45.6%;CO濃度下降48.0%;SO2濃度下降35.9%;PM10濃度下降9.9%,惟O3濃度上昇30.8%。雖然PM10、SO2、NO2及CO年平均濃度變化呈現下降趨勢,然整體的空氣品質仍較鄰近縣市不良,歷年來只有臭氧的年平均濃度值低於鄰近縣市。 三、污染源之特色 嘉義市固定污染源之特點為小而多,餐飲業、加油站、洗染業林立。雖然總排放量雖不大,但其排放結構卻相當複雜,另外也由於嘉義市的幅員不大,因此容易形成污染源集中,單位面積的排放量,容易形成污染源的熱點。 移動污染源方面,汽機車之總數量雖遠低於雲嘉南各縣市,但由於嘉義市之幅員較小,因此就密度而言則是高居雲嘉南之冠。在面源方面,由於嘉義市屬都會型態,因此裸露地面不多,營建工程於96年每平方公里TSP排放量即有9.8公噸,由此可見加強營建工程的管制亦是刻不容緩。 四、排放污染源結構分析 依固定污染源資料庫資料彙整,96年度各類污染源之排放量為粒狀物106.3公噸、硫氧化物26.4公噸、氮氧化物226.3公噸、揮發性有機物為341.8公噸及一氧化碳140.3公噸。各行業佔各污染物之百分比如以總量來看,以廢棄物處理業之總排放量196.9公噸/年為最高;石油煉製業為191.6公噸/年次之;鋼鐵鑄造業129.8公噸/年居三。 營建工地方面,依96年度之統計資料顯示,各類工程平均削減率約為46.2%。本市營建工程排放逸散粉塵以RC工程為最大宗,其次為其他工程,削減率則以橋樑工程之削減率約為65.1%成效最好,SRC工程之削減率為56.5%次之。 在移動污染源部份,依96年度之統計車輛數,嘉義市目前總車輛數約為274,823輛,其中機車數為191,762輛,約佔總車輛數之69.8%,其次為小客車數,約為69,829輛,佔總車輛數之25.4%。另以單位面積之車輛數而言,嘉義市每平方公里約有3,195輛之機車,每平方公里約有1,163輛小客車,遠高於台灣地區每平方公里之385輛機車及158輛小客車。 五、各子計畫執行成效評估 「都會區移動污染源減量暨機車排氣檢驗及機車排氣檢驗站管理查核計畫」及「柴油車動力計排煙檢測站檢測計畫」等2計畫之時效性平均成績均為100分,未有延遲繳交資料之情形。 在資料提報之完整性方面「逸散污染源稽查管制計畫」、「空氣污染夜間陳情案件處理計畫」、「嘉義市寺廟神壇空氣污染調查及輔導改善暨露天燃燒(含農業廢棄物)稽查管制計畫」及「柴油車動力計排煙檢測站檢測計畫」等4計畫提報之資料完整性平均成績均為100分,為完整性較佳之計畫。 各計畫每月工作進度達成率部分以「柴油車動力計排煙檢測站檢測計畫」每月工作進度累積達成率平均為77.7%最低,為進度控管較為不佳之計畫。 本年度各計畫現勘查核於96年5月、7月及10月份共計完成3場次,由考核結果可發現,雖然各計畫執行狀況頗佳,然各計畫於季報之統計資料品質上,尚須加強。 年度減量目標達成率部分,96年度嘉義市各污染物削減量分別為TSP削減316.8公噸、TSP*削減1060.7公噸、PM10削減301.8公噸、SOx削減0.9公噸、NOx削減1.1公噸、NMHC削減82.6公噸、CO削減50.1公噸,大部分計畫削減量大多接近或超過年度減量目標,而固污計畫年度減量目標達成率SOx及NOx明顯偏低。另於環保署考評自評成績部分以民眾滿意及滿意度為76.7%最低,主要因為單位人口民眾陳情案件未達滿分標準。 六、研擬空氣品質改善目標 環保署按照縣市現行空氣品質監測資料,計算各類污染物空氣污染物濃度與空氣品質標準比值,由於嘉義市之PM10未達空氣品質標準,因此該項目列為三級防制區,有鑑於此,嘉義市空氣污染防制規劃之重點則在於如何在5年內降低空氣污染物濃度,並從三級防制區降至二級防制區為目的。96、97、98年空氣品質不良率目標值分別為6.2%、5.7%、5.1%,96年度空氣品質不良率為3.6%,落於目標值內,另96年度O3及SO2未符合品質目標,為亟需加強改善之項目。 七、管制策略規劃檢討 依據本市污染排放特性及空氣污染現況,本計畫研擬各階段管制策略,將目前已執行中之措施列為技術可行性高者,優先置於短、中程管制方案,需一段時間後方能執行者置於長程管制方案,並依據各期程須執行之各項管制策略,將其回饋至應執行之空污計畫。由於嘉義市主要以懸浮微粒及臭氧對空氣品質影響較鉅,因此本年度以此兩種污染物之產生源作為管制重點。

Improve and keep air quality and carry out review project

英文摘要 This project carry out since April,2007, namely begins to understand the air quality improvement maintenance plan each sub-project work goal、contents、and the results,to use to evaluate project’s effects,after and further examine makes the suggestion. In order to analyze Chia-Yi city’s pollution source and the characteristic,the project more widespread collect meteorological data and emission detailed list from pollution source. The project execution period in order to control each sub-project to carry out rate of progress, and achieve the examination and critique goal from environmental protection administration(EPA), and the project give assistance environmental protection bureau(EPB) to convenes the work self-criticism conference way, invite to be responsible for air pollution control committee member to review the carry out results from each sub-project. The project’s result until Dec,2007 is refer to table 1. This is as follow the achievement explanation: 1. Environmental loading and variation trend ChiaYi city ‘s environmental loading change from 1997 year to 2007 year is below: the number of population and vehicle(town buses、sedans、trucks and motorcycles) is raise year by year, and the population density is highest between another county or city from Yun-Chia-Nan air region. The incorporated in control factory number display downside . all investigation display the pollution emission ratio from population and floating dust will higher more and more. 2. Air quality status The statistic data for psi>100 ratio from Yun-Chia-Nan air region past 13 year, it show the ratio is gradually down from 1994 year’s 5.3% to 2003 year’s 2.9%, but the last 3 years (2004~2006 year) is raise more and more to 2006 year’s 8.2%, this result indicate the air quality is go down in the last 3 years. But the ratio have down to 5.1% in 2007 year, that is better than 2006 year. Else, from 1994 year to 2007 year, the NO2 concentration is decreased 45.6%, CO concentration is decreased 48.0%, SO2 concentration is decreased 35.9%, PM10 concentration is decreased 9.9%,only O3 concentration are arise 30.8%. Though the PM10、SO2、NO2 and CO average concentration/year gone down, but entire air quality is bad than near another county, only O3 average concentration/year is lower than near county . All investigation display Chia-Yi city have main pollution from suspension pollution. 3. The characteristic of pollution source The characteristic of Chai-Yi city’s fixed pollution source is small and many,the most is restaurants and petrol stations and clearer and dyer’s. Though total emission quantity is not many, but emission structure is complex. Else due to Chai-Yi city’s land measure is not big, so it’s easier to become to focus the pollution source, that is hotspot of pollution source. In the moved pollution source,though total quantity of motor vehicle and motorcycle is lowest than another county and city from Yun-Chia-Nan air region, but density is the highest. In the area source, Chai-Yi city has not many uncovered ground, but the TSP emission quantity from construction site is 9.8 ton/Km2 in 2007 year, that show to control the construction site is no brook delay. 4. analyze pollution emission structure According to fixed pollution source database, to Dec,2007 end, each pollution emission quantity is below: suspension pollution has 106.3 ton, SOx has 26.4 ton, NOx has 226.3 ton, VOC has 341.8 ton and CO has 140.3 ton. The emission quantity from line of business, deal with junk has highest pollution quantity to 196.9 ton/year, petroleum industry has 191.6 ton/year is second, steel industry has 129.8 ton/year is third. In the construction site source area, according to statistical data in 2007 year, the pollution quantity has cut down ratio is 46.2 from various construction. The biggest suspension pollution emission source is RC construction. The biggest pollution cut down ratio has 65.1% is for bridge construction, the SRC construction has 56.5% is second. In the moved pollution source area, according to statistical data in 2007 year, Chai-Yi city’s total vehicle quantity is 274,823. Among total quantity, the motorcycle have 19,1762, the ratio is 69.8%. The sedans have 69,829 is second, the ratio is 25.4%. Chai-Yi city’s motorcycle density is 3,195/km2, and sedan density is 1,163/km2, all higher than Taiwan area. 5. review result from sub-project carry out In the deliver paper timely area, 「The moved pollution source control project」and 「Diesel truck emission smoke Inspect project」have highest score is 100. In the deliver paper integrity area,「Fugitive particulate emission control project」、「Carry out state and plead project for air pollution during night」、「Investigate and assistances to improve Chai-Yi city air pollution from temples & outdoor combustion control project 」、「Diesel truck emission smoke Inspect project」,these 4 project have highest score is 100. In the achieved percentage of scheduled, 「Diesel truck emission smoke Inspect project」has lowest achieved percentage is 77.7% . In the cut down pollution quantity in 2007 year, TSP has cut down 316.8 ton, TSP* has cut down 1060.7 ton, PM10 has cut down 301.8 ton, SOx has cut down 0.9 ton, NOx has cut down 1.1 ton, NMHC has cut down 82.6 ton, CO has cut down 50.1 ton. Except for 「Fixed pollution source control project」,another project reach objective for cut down pollution quantity. 6. Draw up air quality improve goal The goal is reduce air pollution concentration in future 5 year, and get up to two-grade control region. 2007、2008 and 2009 year air quality bad ratio is down to 6.2%、5.7% and 5.1%. 7. Review and Plan the control tactic Chia-Yi city have main air pollution is suspension matter and O3, the control emphasis is to control these pollution source.
