Funded by the Environmental Protection Administration, this project aimed at planning the National Strategy for Promoting Environmental Education, was conducted through year of 2009. During the process, multi-methods were adopted, including secondary data review, in-depth interview, attending national and international environmental education conferences to collect information about existing laws and jurisdictions of involving ministries, and followed by five focus group interview meetings attended by 38 specialists and representatives of NGOs and governments, and a questionnaire survey from local EE staff. Four versions were drawn and revised during the process. This report proposes a National EE framework, a draft on National EE Action Plans, first year plans, budgets and performance indicators. The contents of three major frameworks are proposed below: 1. Establish nationwide EE governance institutions system with high performance capability, through legislating of EE regulations and national funding, developing administration authority at all levels, designing standard operation procedures and management policy, creating an enabling environments and incentives measures, providing grants for EE research, international exchange and cooperation, and conducting monitoring and evaluation. 2. Clarify and Enhance the roles and responsibility of EE providence agencies and building capacities to deliver excellence EE programs by mobilizing existing assets, volunteer and networking with stakeholders, planning and preparing needed curricula, projects, activities, facilities, learning centers, training workshops, media and professional trainers. 3. Meet the needs of nationwide EE learners, the subject to EE, by providing multi-channels, plateforms, and learning opportunities for various kinds of learners, and by diffusing environmental news thorugh open and long distance public communication media and internets to motivate citizens, civic groups and society to actively engage in life-long process of learning for sustainability.
