資源回收制度規劃及產品環境化設計推動計畫

中文摘要 本計畫分為四大項工作:(一)研擬我國產品環境化設計管制草案:彙整歐盟IPP及EuP指令及國內經濟部輔導廠商進行環境化設計之最新資訊,針對國內產品環境化設計政策方向提出建議;(二)規劃我國危害物質限用指令(RoHS)相關法規之執行制度:1.更新國外(歐、美、日、韓、中)有關RoHS之執行機關、機制、檢驗及驗證方法、程序、查核及執行現況。2.推估國內電子電器中有害物質對環境的影響,暨提出我國RoHS相關法規短期規劃;(三)推動延長生產者責任資源回收制度:1.協助完成研擬「責任回收物管理章」草案條文及配套措施。2.完成EPR二個個案分析(廢機動車輛及廢電子電器)。3.依據案例分析及綜合各界對關鍵議題的看法,提出EPR「自主制」建議執行架構;(四)提出「隨手杯管制方案」及「飲品容器重覆填充管制方案」。

Project of Planning Resource Recycling System and Promoting Design for Environment

英文摘要 This project consists of four main parts which are listed below. 1. Draft the “Regulation of Design for Environment”. -Compile latest information about European IPP and EuP directive and about design for environment of the MOEA assisted manufactures. -Provide suggestions for policy of design for environmental. 2. Plan the implementation system of Taiwan-RoHS. -Update RoHS related information (of EU, US, Japan, South Korea and China) such as executive authority, mechanism, methodology of analysis and certification, and current situation. -Evaluate the distribution of hazardous substance of E-Waste in the environment. -Plan the policy and regulation of Taiwan-RoHS. 3.Promote the EPR recycling System in Taiwan. -Draft articles of the “Target-Recycled Waste” and related measures. -Accomplish two EPR case studies, respectively on the End-of-Life Vehicles (ELV) and on the E-Waste recycling system. -Provide implementation framework of the “Producer Physical Responsibility (PPR)” based on case studies and opinions of stakeholders. 4. Draft the waste reduction plan of beverage cup and the beverage container refilling system
