96年度垃圾焚化廠焚化灰渣管理及查核計畫

中文摘要 本計畫為兩年期計畫,計畫目標有四,分別為: (1)健全垃圾焚化廠焚化灰渣管理制度,促進焚化灰渣再利用工作之推動。 (2)進行垃圾焚化廠焚化灰渣之清理及再利用流向查核及輔導改善工作,減少對環境之衝擊。 (3)加強垃圾焚化廠廢棄物源頭管理,提高焚化灰渣再利用產品品質。 (4)協助一般廢棄物清理工作之執行,推動妥善管理。 本(96)年度主要包括如下四大工作成果: (一)研擬灰渣處理及再利用相關管理規定,健全灰渣管理制度 已收集彙整我國垃圾焚化灰渣質量特性現況、管理及再利用相關規定、實施現況、相關問題解析及因應對策探討分析,並已收集彙整國外(含美/日/歐盟等)垃圾焚化灰渣管理法規、檢測技術、許可制度、再利用方式及長期監測等相關資料並予以比較分析。 同時,已檢討現行焚化底渣再利用技術及管理方式,協助環保署研擬「焚化底渣再利用管理方式」修正草案及相關法制程序,並正持續協助研訂其三級品管制度等配套措施。 另已選擇255編號焚化廠進行底渣採樣,並依毒性特性溶出方法(TCLP)及國外先進國家(美加州/歐盟)廢棄物資源化溶出方法,各進行檢測1次,並就分析結果評析灰渣再利用採用國外先進國家廢棄物資源化標準管制可行性。 (二)進行灰渣清理及再利用查核工作,掌握灰渣流向並協助改善 已完成96年1~11月焚化廠上網申報渣數量及流向查核,並透過環保署「焚化廠管理系統(SWIMS)」及「事業廢棄物管制中心系統(IWMS)」申報資料勾稽比對,確認灰渣數量及流向妥善處理及掌握。同時查核運送飛灰處理衍生物及底渣之清運機具即時追蹤系統裝置(GPS)運作情形。 並已實地至各垃圾焚化廠、中間處理(固化)廠、收受灰渣掩埋場進行查核,並對申報異常之廠(場)進行輔導改善。並已完成96年度底渣再利用填報資料(月報)查核;並對國內現有兩家底渣再利用機構(國賓、映誠)之運作、再利用產品流向,進行3次實地查核及研提輔導改善建議。 另因應有害事業廢棄物認定標準修正,已選擇255編號焚化廠進行灰渣(底渣及飛灰固化物)採樣,並檢測瞭解重金屬溶出及戴奧辛總量濃度。 (三)研析灰渣中污染物質之來源,建立源頭預防機制 已選擇255編號焚化廠,採其進廠廢棄物進行物理組成細分類分析,並擇定其中五項具代表性組成項目,檢測重金屬鉛及鎘之含量濃度,俾供研析不同廢棄物細組成中潛在污染物對灰渣品質可能影響,供為後續研擬焚化廠進廠廢棄物管制參考項目及執行方式依據。 (四)協助掩埋場、灰渣及水肥清理工作執行,推動妥善管理。 已於本計畫執行迄今,協助環保署調查掌握各縣市一般廢棄物衛生掩埋場妥善營運管理措施執行現況、水肥清理執行現況及推動成效,並就各縣市所提焚化灰渣再利用計畫,協助提供專業意見及行政工作,並持續追蹤執行情形。

Management and Audit of the Ash from Municipal Waste Incineration Plants of 2007

英文摘要 There are four major tasks in this two-year project, including: (1)To strengthen the system for the management of incinerator ash in incineration plants, and to promote the reuse of incinerator ash (2)To investigate the disposal and reuse records of incinerator ash and to provide the improvement guidance for the incineration plants in order to reduce the environmental impact (3)To enhance the source management of waste entering into incineration plants and to improve the quality of products made from incinerator ash (4)To assist city and county governments in executing general waste clearance, and to promote the proper management Four major achievements of this project in year 2007 are shown as below: 1.To study and amend relevant ash treatment and reuse management regulations This project compiled the quality, characteristics, management, related regulations, and current implementation status of the reuse of incinerator ash in Taiwan, and analyzed relevant problems and countermeasures. Moreover, this project compiled and analyzed the foreign management policies, inspection technologies, permission system, and reuse and long-term monitoring program for incinerator ash in America, Japan and European Union. In the meantime, this project reviewed the current reuse technologies and management methods and assisted the Environmental Protection Administration (EPA) in drafting the amendment and related legal procedures for the Incinerator Ash Reuse and Management Method, and continuously to assist in the establishment of a three-level quality management system and its supporting measures. The bottom ash sample of No. 255 incineration plant had been selected and tested, based on Toxicity Characteristic Leaching Procedure (TCLP) and Waste Reuse Leaching Procedure adopted in developed countries (California of USA/European Union) respectively. According to the result of the test, a feasibility study had been conducted to evaluate the possibility to apply the waste reuse standard in foreign countries for the incinerator ash reuse management in Taiwan. 2.To carry out the investigation of incinerator ash clearance and reuse in order to control the disposal of incinerator ash and to provide suggestions for improvement From January to November, 2007, the quantity of incinerator ash and its disposal were declared through internet. These reports were also cross-checked with the data declared in Solid Waste Incineration Management System (SWIMS) and Industrial Waste Management System (IWMS) of the EPA to assure the quantity of incinerator ash and its disposal were properly treated and managed. Meanwhile, the Global Position System (GPS) equipped on the vehicles conveying derivatives of fly ash and bottom ash had also been traced. This project performed the site investigation of incineration plants, mid-treatment (solidification) plants, ash landfills, and provided the improvement guidance to the plants or factories with abnormal declaration reports. The monthly report of bottom ash reuse in year 2007 was checked. This project also provided three site investigations and improvement comments to two bottom ash reuse agencies (Kobin, Yinchen) on their operations and the disposal of reuse products. In addition, this project sampled the ash (bottom ash and solidification of fly ash) of No. 255 incineration plant to test concentration of heavy metal leaching and dioxin contents. 3.To analyze pollutant source from ash and to establish the mechanism of prevention from the source This project carried out a detailed analysis for the physical composition of the wastes entering into No. 255 incineration plant. Among which, the contents of lead and cadmium of five typical categories were analyzed. The result was to provide possible impact on the quality of incinerator ash caused from the pollutants in different wastes. The result of this study can be provided as the reference for follow up research on the control items and the execution method of waste management when entering into incineration plant. 4.To assist in the execution and management of landfill yards, bottom ash, and night soil treatment works This project has assisted the EPA in the following activities for county and city governments: *Investigation and control of current status on the proper operations and management of landfill yards for general waste *Monitoring of the execution status and promotion effectiveness of night soil treatment *Provision of professional opinion and administration works to their incineration ash reuse plans and monitoring of their execution status
