噪音陳情案件解析及處理策略訂定

中文摘要 依據本專案計畫契約項目,包括彙整及分析噪音陳情案件,研析各類噪音陳情案發生主要成因、透過法制面及執行面評估研訂噪音管制改善策略、建立噪音陳情案件輔導機制降低多次陳情案件數量、制定各類別噪音陳情案件量測及處理之標準作業程序手冊、彙整民眾(含電子郵件)陳情案件及相關噪音案件法院判例、製作Q&A與宣導網頁、進行噪音監測及陳情案件處理技巧訓練等相關內容,規劃相關工作執行進度,其執行成果摘要如下。 1.彙整及分析噪音陳情案件(包含重複陳情案件),研析各類噪音陳情案發生主要成因。 2.各縣市噪音稽查現況調查完成82件,並進行調查統計、分析及研提噪音管制改善策略。 3.建立噪音陳情案件輔導機制,降低多次陳情案件數量,完成多次陳情案件輔導共180件,並進行輔導案件資料彙整與統計分析。 4.擬定各項手冊草案,包括完成:近鄰噪音處理手冊、多次陳情輔導及處理標準作業程序作業手冊、各類噪音管制標準對象處理手冊、噪音法院判例手冊、法律訴訟程序手冊、噪音監測及稽查標準作業程序手冊與報案中心陳情案件處理作業手冊之內容,並將其彙集整合成噪音管制手冊。 5.彙整民眾陳情案件及噪音案件法院判例,完成製作Q&A與噪音宣導網頁檔案。 6.辦理完成3場次專家諮詢會議、1場次全國噪音工作檢討會、1場多次陳情噪音案件之標準作業程序觀摩會以及3場次陳情案件處理技巧訓練課程。

Analysis of complaint noise case and strategies redact

英文摘要 Based on the items of the contract of this project, included: Compiled and analysed of the complaint cases, analysed for main cause of kinds of noise complaint cases, through the aspect of jural institutions and execution to redacted the improving strategies of noise controlled, establish counseling mechanism for complaint noise cases to decline the amount of repeated-pleading cases,redacted kinds of Book of measuring and handling of standard operation procedure, compiled publics complaint cases(included e-mail)and the judicial precedent of noise cases, producing the file of Q&A and website of public noise awareness, noise monitoring and training of the handling skills of complaint case. To draw up the schedule of the working execution, it carries out the summary of the result of execution as follows: 1.Compiled and analysed of the complaint cases(included repeated-pleading cases), and to analysed for main cause of kinds of noise complaint cases. 2.Accomplished 82 present cases of the survey of noise examed, and through the surveyed statistics to analysed and redacted the improving strategies of noise controlled. 3.Establish counseling mechanism for complaint noise cases to decline the amount of repeated-pleading cases. There were 180 cases of finished repeated-pleading counseling which also have collected counseling case data and compile statistics. 4.Redacted the draft plan of kinds the guide books, included: Neighbor noise handling Book, Repeated-pleading counseling and standard operation procedure Book, Kinds of standard handling of the noise controlled objects Book, Noise Judicial precedent Book, Procedure of legal proceedings Book, Noise monitoring and examed standard operation procedure and handling complaint cases of reporting center Book. Then compiled all Books into the Noise-Controlled Book. 5.Compiled the complaint cases and Judicial precedent, then Accomplished producing the file of Q&A and website of public noise awareness. 6.Held 3 specialist counselling conference, 1 national noise task review conference, 1 demostration of Standard operation procedure of repeated-complaint noise cases and 3 training courses of handling skills of the complaint noise cases.
