From 2008, the EPA(Environmental Protection Administration)impels “Rivers and Oceans Water Quality Improvement Plan” to improve the environmental qualities of rivers in Taiwan and to realize the “Aerobic, Odorless, Active” vision for nine important rivers by 2011. To achieve this goal, the EPA launched the “Promotion, Consulting, and Evaluation of River Pollution Control Program in Northern Taiwan” project to prioritize the improvement works for important rivers such as Tamsui river、Nan-Kan river and Lao-Jie river and other rivers in ten counties of Northern and Eastern Taiwan.
From executing this project, we successfully analyzed for eight rivers and one reservoir in ten counties of Northern and Eastern Taiwan the water pollution problems, source of pollution, and feasibility and cost-benefits of pollution control proposals. For each river and reservoir, in addition, environmental key performance indicators (KPIs) and four-year pollution control targets were laid down based on our thorough understanding of the rivers and reservoir and on aspects of water quality improvement, pollution control project execution, and sustainable development. Based on the KPIs and pollution control targets, different pollution control plans were made to address particular pollution problems in each river and reservoir. The plans then served as guidelines for all levels of environmental authorities to refer to when executing pollution control works. For example, the four-year pollution control targets for Tamsui River are to have no severe pollution in the river basin and achieve 90% monitoring data of dissolved oxygen level higher than 2 mg/L. Associated pollution control plans included sewer construction, operation of sewage interception systems, on-site treatment facilities of dry weather flow, and control and inspection of industrial wastewater.
In addition, the EPA held photography contests for the on-site treatment facilities in an attempt to raise the public’s awareness about the environmental policies and to attract more attention and support from the public. The award-winning photos were not only exhibited in Taipei, Taichung and Kaohsiung, but also were published as a photo collection and were the background pictures in the year 2010 Calendars. The websites of three important rivers are also established in this project. The content of the website included the vision, current environment conditions and pollution control plans.
