非游離輻射-抽測、宣導暨全國地理資訊系統之更新計畫
| 中文摘要 | 本計畫主要在進行非游離輻射發射源以及公共空間之量測作業，今年度共計完成202站抽測作業，檢測結果均符合環境建議值，並利用本計畫開發的資訊系統，將量測資料建置於資料庫中，以利長遠保留與使用。針對七股氣象雷達站附近區域的電磁波量測作業，34個佈點的量測平均值以及單點長時間量測值均符合環境建議值，其他各類別的電磁波發射源的量測平均值都在環境建議值的1/1000以下。另為了協助環保署尋求各方專家代表在非游離輻射相關議題的意見，也為使各方專家代表能有一個共同討論的平台，本計畫協助環保署協助環保署辦理4次「非屬原子能游離輻射預警機制風險評估諮詢小組會議」，蒐集各國實施的相關預警措施並彙整呈報於專家會議中，以擬定我國的非屬原子能游離輻射預警措施草案。 本年度完成非游離輻射國際經驗交流研習會，邀請美方包括美國EPA、FCC與NIEHS等3位美國政府官員與會外，並包括國內專家學者、其他部會單位、環保局、以及環保團體人士約70人與會，對提昇我國對國際間非游離輻射研究之瞭解，以及形成多方溝通的平台有莫大助益。此外，辦理北中南共5場次民眾宣導會、以及3場次環保人員的業務說明會，讓各地民眾、教師、環保團體能就近參與非游離輻射議題的討論，更加讓民眾了解正確的非游離輻射概念。 | ||

Non-ionizing radiation emission source selected and the advocacy of the National Geographic Information System Update Plan
| 英文摘要 | The goal of this project was focused on the measurement and analysis of non-ionization radiation emission sources and public spaces. This year measurement operation had been conducted from 202 sites. All of the results were within the Electromagnetic Field (EMF) exposure limits. The Geographical information system developed specifically for this project was able to store all measurement data into the database for future reference and usage. For the measurement of the surrounding EMF strength at the neighborhood of Qigu, the average value of 34 sites and the value for long term measurement of each individual site were all within the Electromagnetic Field (EMF) exposure limits. The average values of all other electromagnetic radiation emission sources were under 1/1000 times the value of Electromagnetic Field (EMF) exposure limits. To support EPA seeking advices of subjects regarding non-ionization radiation emission from experts representing different fields, and to gave these experts a way to exchange information and opinions, this project held “Non-Atomic Ionization Radiation Risk Precaution and Concern Advisory Conference” together with EPA four times. This project had gathered and analyzed precaution measures from different countries and presented them during the conference, which helped drafting and establish non-atomic ionization radiation risk precaution and concern regulation and measure in Taiwan. This project held an international non-ionization radiation workshop, invited three American experts, each from one of the following American government agencies: USEPA, FCC, and NIEHS. The conference also invited domestic experts, EPA personnel, and non-profit environmental protection parties, totaled seventy attendants, to exchange information and opinion with American experts. The information exchanged during the conference was valuable for our understanding of international non-ionization radiation research and the establishment of opinion- exchanging platform of experts from different fields. Lastly, this project held five public workshops and three training sessions to EPB. It played a vital role in propagate correct concepts to local civilians, scholars, non-profit environmental organizations, and gave them an opportunity to participate in the discussion regarding non-ionization radiation subjects. | ||
