97-98年事業廢棄物清理管制－管制中心整體管理資訊系統功能提升、整合及決策支援專案工作計畫案
| 中文摘要 | 「事業廢棄物管制資訊網」秉持電子化管理及便民服務之精神，整合所有相關之政府機關管制窗口、非僅提供申報作業且將所有與事業廢棄物管制作業相關資訊，於網頁上提供服務，大幅縮減作業時間。達到兼具「便民服務」及「環保管制」之雙重目標。 本計畫延續過去網路申報制度規劃成果，持續提升系統各項服務，配合空水廢毒資訊管理系統單一窗口化作業，完成建置事業廢棄物管制系統單一簽入機制。並協同EMS基線與許可資料整合規劃，完成「事業廢棄物清理計畫書」、「再利用登記檢核」、「自行清除處理許可」與「輸出入許可」之系統介接，建置線上申辦/審查進度查詢功能。並積極規劃與各部會、處室廢棄物管理之橫向連結，透過系統介接即時掌握管制對象資料，強化、深化事業廢棄物管理。提供各項統計資料及廢棄物產出資訊，協助編算96年度綠色國民所得帳，作為了解產業產出情形、擴大列管事業或修訂法令的參考依據、廢棄物污染防治之建議及永續發展的評量指標。並持續檢討事業廢棄物管制系統275項功能整體檢討，進行報表整併、功能強化，提升系統友善度，另開發整合性勾稽報表，以確實掌握機構申報狀況，有效查緝不法情形並提升上網申報率。藉由e化作業流程提升作業效率並強化管制能量。 | ||

Controlling of Industrial Waste Disposal and Treatment in Year 2008 and 2009－Upgrade, Integration, and Policy Support for Overall Information System Management in Industrial Waste Control Center
| 英文摘要 | By the spirit of e-management and offering public convenient access, Industrial Waste Control Center Report System integrates itself with other governmental agencies' web reporting system. This system not only offers the online reporting function, but also presents all the relevant industrial waste information on the web page; conveniently offer public and environmental agencies a good way to understand the current waste management condition and effectively control the waste flow. This project continued to upgrade various online services, like joining Industrial Waste Control Center Report System with air, water, waste, and toxic substance information system to become single entry portal. The EMS baseline information was integrated with permit information. Waste Clearance Planning Report, Recycle and Reuse Registration Auditing, Self-disposal and Treatment Permit, and Export/Import Permit all connect together to establish online application and auditing progress inquiry. We actively planned the interconnection of the Industrial Waste Control Center Report System with other governmental agencies or departments within the EPA. Through this, information sharing, this project enhanced industrial waste management. The Industrial Waste Control Center Report System offers precious information on waste generation to assist the preparation of the 2007 Green National Income. The database collected in the system is often used by policy makers for policy making and regulation amendment. Date from this system gives policy makers an insight of pollution prevention and sustainable development evaluation. Policy makers also can decide if it is necessary to include more enterprises as targets by referring to the data compiled in this system. The 275 functions within the system were reviewed and amended. The integration of report forms, functions' reinforcement, and improving user-friendliness of this system were the main tasks performed. Also an auditing report form was developed to understand the reporting condition of the enterprises. Such a system upgrade helped EPA to catch illegal activities.
