The three objectives of this two-year project are as below:
1.In line with the “Green County” energy-saving policy, to promote used cooking oil recovery and recycling system.
2.With the aim of maintaining a hazardous-free homeland, to prepare measures for a phased PVC control.
3.To endeavor for a practical strategy for the polluters to fully pay the general waste clearance and treatment costs.
Four major tasks have been achieved in year 2008, as follows:
1.Following up and review of the current status of reporting, recovery, and recycling of used cooking oil, improvement of channels of recovery, and assistance in facilitating its integration into the measures for bio-diesel production system, or other methods of resources recycling
The data of regular reporting on used cooking oil from all agencies in 2007 and data of its recovery and recycling had been collected and compiled. The baseline data of annual production quantities, distribution, clearance, and recycling of used cooking oil were updated. And also by referring to relevant researches and studies published in the country and abroad and the basic data of various production activities and sources in Taiwan, the quantities of cooking oil consumed, used cooking oil produced and recovered in Taiwan were estimated.
In the meantime, through questionnaires and interview, this project traced and checked the effectiveness of mandatory classification of used cooking oil from various sources, and guided those in the business of collection, conveyance & clearance, and storage of used cooking oil, in order to perfect the collection channel of used cooking oil recycling.
Besides, in coordination with the government’s policy of bio-diesel promotion, this project proposed the measures and suggestions of its integration into the bio-diesel production system, as a measure to perfect the other practical method of used cooking oil recovery, hence to facilitate implementation of the used cooking oil recovery policy through various alternatives.
2.Evaluation and review of the short-term control measures on the Polyvinyl Chloride (PVC) made products and hazardous materials, and study of the subsequent practical control measures and implementation stages
This project surveyed current status of production and usage of PVC and hazardous materials made products, and with reference to the latest control measures in the developed countries, reviewed and evaluated the comprehensive control strategy on the restricted (prohibited) use of Polyvinyl Chloride (PVC) made products and hazardous materials in phases. This project also investigated and reviewed the short-term control measures on the PVC made products and hazardous materials and modified the implementation methods as required; as well as studied the subsequent mid- and long-term practical control measures and implementation stages.
Besides, using the production flow of PVC pipes as an example, this project adopted the Life Cycle Assessment Evaluation Software SimaPro5.0 and selected its built-in impact assessment module Eco-indicator 99 to preliminarily evaluate and analyze the life cycles of the production flow of PVC made products (mainly PVC pipes) in the country. The result will serve as references for improving PVC pipe production flow and green design in the future.
3.Analysis and review the effectiveness of the practice of payment by the polluters enforced by the local environmental agencies, and evaluate the feasibility of implementing alternative practices based on the key issues and obstacles they countered
This project has collected general waste clearance and treatment costs information from the local environmental agencies; reviewed the effectiveness of payment for general waste clearance and treatment by the polluters enforced by local environmental agencies; compiled the key issues and obstacles that they countered; and evaluated the relationship between the essence of this practice and whether the payment can fully reflect the cost.
Meanwhile, according to the general waste clearance and treatment costs information from the local environmental agencies, this project continued to establish the Reporting and Management System for the costs of General Waste Clearance and Treatment, and carried out the review of relevant data and preliminary certification activities.
Besides, this project evaluated the feasibility of implementing alternative plans; studied and analyzed the full scale promotion of collecting charges for general waste clearance and treatment by the waste amount or the preliminary planning of other payment methods (such as the difficulties that may be encountered and supporting measures required for implementation) for the reference in the promotion.
4.Holding of Demonstration Seminars, Public Hearings, and Consultation Meetings
In coordination with the implementation of the project, two demonstration seminars on the collection of charges for general waste clearance and treatment by refuse bags, and six seminars on the reporting of the general waste clearance and treatment costs were held in Shihgang Township, Taichung County.
