廢機動車輛回收清除處理體系檢討暨源頭減量再利用分析規劃專案工作計畫

中文摘要 本研究計畫執行之目地為整體檢討廢車回收體制,以研擬較佳未來政策方針。今年度針對基金收支運用成效分析結果,研擬差別補貼費率方案,並依據車輛報廢數與中古元件種類與市價調查之結果完成產業產值之推估。彙整台灣與韓國、日本、荷蘭、德國等各國廢車回收制度與體系現況,並對其回收成效進行比較,並舉辦 3場次研討會針對國內回收制度、粉碎處理廠轉型與提昇廢車產業經濟等三議題進行探討;依據各國制度分析結果及研討會結論與環保署共同推動「先回收車體後報廢車籍」制度,並提出法令修訂建議及相關配套措施規劃;針對規劃完成之政策內容與交通部、警政署和經濟部國貿局進行跨部會協調,整合各部會資源以使體系運作與管理完善,並由交通部負責建置跨部會資訊平台。對新政策推動完成宣導作業與大型活動的規劃,以及宣導手冊和海報的初稿。本年度亦對回收業進行普查作業,完整蒐集受環保署補貼回收業者相關資訊;舉辦北中南 3 場次技術研習會議,傳遞政策未來規劃、塑膠分類、冷媒回收等知識予回收業者;並至中國上海、韓國、香港、新加坡、馬來西亞等東亞地區瞭解國際二手零件流通狀態,依據考察結果完成二手零件交易平台與推展政策規劃。此外,對觀音粉碎廠持續監督輔導期營運,也依實際歷年營運績效、市場鑑價結果與因素,建議由環保署將該廠出售為觀音粉碎廠後續最佳處理模式。

The Project of Recycling System Review and Reducing, Recycling Investigation for wasted car

英文摘要 The goal executing the research is to review the recycling system of waste vehicles and deliberate upon the better policy in the future entirely. We have made a study of the mechanism of differential subsidy rates in point of the result of the income and expenditure application of the ELV recycling funds. And we finish the estimating about the output value of the industry according to the amount of abandonment, the sorts of the second-hand elements, and the market survey of the current price. We have compared the recycling effects with the situations of the current waste vehicles recycling system from Taiwan, Korea, Japan, Nederland, Germany, and etc. At the same time, we have held three symposiums on the issues of the internal recycling systems, transformation of auto shredding plants promoting the economy of waste vehicles industry. According to the analysis from other countries systems and the conclusion of the symposium, EPA and our company have advanced the related supporting measures of “EOL Vehicles Must Be Recycled Before Deregistering” and provide advices about the revision of laws. Besides, we assist the Executive Yuan in the negotiation and establishing of the cross-departmental information platform which consists of Environmental Protection Administration, Ministry of Transportation and Communications, National Police Agency, Bureau of Foreign Trade, Ministry of Economic Affairs, and etc. in point of planning complete the contents of the policies. We combine the resources of each department with ours to make the systems be worked and managed well. In addition, Ministry of Transportation and Communications is responsible for setting up the information platform of the cross-departmental exchanging. We help promote new policies, accomplish declaring operation, planning large-sized activities, promotional pamphlets, and the first draft of playbill, completely collect the associated information of the agencies EPA has subsidized. Besides, we hold three technical research and study symposiums in the North, Middle, and South respectively to transmit the policies of the future planning, the knowledge of plastic classifying, Freon recycling, and etc. to the agencies. We interview East-asia countries such as Shanghai and Hong Kong of China, Korea, Singapore, Malaysia, and so on for comprehending the international platform of second-hand elements exchanging conditions. We have finish setting up the platform of second-hand elements exchanging and promoting the policies planning after our investigating results. Besides, In the respect of the follow-up disposition of Guan Yin Auto Shredding Plant, we provide the best advice about the disposition for Guan Yin Auto Shredding Plant according to its actual operational achievement, and the results and factors of its marketing valuation in the past years. We suggest that Environmental Protection Administration should sell the plant to private ELV recycling companies. It is going to be the best operational mode of the follow-up Guan Yin Auto Shredding Plant.
