Abstract
The project was executed from 8/22/2008 to 4/21/2009. Except for the sign of CO2 reduction declaration on web site (the persons who signed up is 12,681, but the contract requires 50,000 persons), the other works is corresponding with the contract. The total agreement of the contract is about 97.6%. In the part of declining greenhouse gas, one instruction of signing CO2 reduction on web has been held (9/12/2008). One energy conservation activity on a working place has been finished (9/30/2008) and one party and activity for signing CO2 reduction declaration has been presented (10/31/2008). The others, the CO2 reduction declaration of enterprise groups, Taichung County Government, members of parliament and residents of Taichung and tree communities have held on 11/20/2008, 11/29/2008, 2/7/2009-2/14/2009, respectively. Fifty stores have been declared non-leaky air condition. In coordination to Environment Protection Bureau Taichung County, the project dealt with the seasonal reports of the signing CO2 reduction declaration web and the Taichung County CO2 Emission Inventory from 2005-2007. A report, Engergy Conservation of Environment Protection Bureau Taichung County Building, has been finished. One thousand CDs, one thousand books for children, and one thousand books for people of CO2 reduction declaration are supplied to Environment Protection Bureau Taichung. On the work of no idling, 24 elementary schools and 80 places are declared. One hundred ribbons of no idling and one thousand stickers of no idling are supplied. One no idling instruction has been held on 9/11/2008. On the works of Indoor Air Quality (IAQ), the finished works included the measurement of CO2 in fifty places, the complete IAQ measurement in five places, the guidance and assistance for self-management on IAQ in ten public places and one declaration activity of IAQ. The other trifling work included 2000 declaration gifts, 2 announces on radio in 40 seconds running 6 months, 25 news release and 9 news in press. The achievement of this project is to declare the CO2 reduction and energy conservation for price groups, schools, communities and people by different activities. The project brought the concept to them. From the return of these groups, schools and people, they are very interesting on it. After this project, we suggest that more activities about CO2 reduction and energy conservation declaration should be held in future and help them combine the concept in their lives. After declaration of no idling, 791 cars and 2,356 motors are declared and saving 200 tons CO2 emission. Finally, the concentrations of CO2 in 4 schools are over the suggested value of IAQ by EPA and all of them are with the mechanic air flow system. If the mechanic air flow system is used, low Air Changes per Hour (ACH) will lead high concentration of CO2 easily. Ten indexes of complete IAQ measurement are all under the suggested values of IAQ by EPA. Air cleaner such photocatalyst and high ACH are useful in hospitals for improving their IAQ.
