水污染防治許可換發審查計（北區）（第三年）

中文摘要 本計畫為「北區水污染防治許可換發審查計畫」第三年度計畫，負責包括基隆市、台北市、台北縣、桃園縣、新竹縣、宜蘭縣、花蓮縣、連江縣等8個單位之水污染防治措施計畫或許可證（文件）之換發審查。98年度共受理電話諮詢1,609通、書面審查902件、現場審查209件及現勘複查案件482件。 本計畫輔助北區縣市三年許可換發受理審查總數量3,202件，北區各縣市整體換發達成率達99.2%，其中宜蘭縣、基隆市、台北縣及連江縣等四縣市達100%之換發目標。換發期間，因無須繳交審查費及證照費，並設置單一窗口輔導業者自行填寫減少業者委辦費用，以及免技師簽證等措施，共可為業者節省約1億7仟萬元的效益。並可為各地方核發機關節省113,420小時之人力，依一般薪資核算，約節省4仟萬元之人力成本。 建議未來可延續本計畫執行成果，藉由本次許可換證與現勘複查所建立大量之資料，轉變為大量有用之管理資訊，並轉換為水污染管理知識，用以強化事業廢水污染管理工作。

英文摘要 It’s the 3rd year project of permit renewal for Water Pollution Control Act for North District. 8 units of permits will be renewed includes Keelung, Taipei urbans and Taipei, Taoyang, Hsinchu, Yilan, Hualan and Matsu counties. We accepted 1,609 phone line assistances, 902 cases in paper, 209 cases on site and 482 cases on site re-investigation. The total amounts of permits renewed in North District during this 3-year project are 3,202 with the achievement of 99.2%. Yilan, Taipei, Matsu counties and Keelung urban achieved the target of 100% especially. Due to measures of uni-platform for consultation, no payment charged and artificer verification, 170 milloin dollars had been saved for stakeholders. 113,420 hours of manpower had been saved for local governments also, in another words, it saved 40 millions dollars of human capital. We suggested that the project should be extended. With the establishment of enlarged database, the management models for water pollution act can be obtained to benefit related works.
