空氣污染物排放清冊資料更新管理及排放量空間分佈查詢建置

中文摘要 排放量資訊為空氣污染管制上重要的背景資料,為掌握其趨勢,全國空污排放清冊的更新原規劃為每三年進行一次,前一版[TEDS6.1]全國排放量資料庫是以92年為基準年所建置的排放量(95年度完成)。本年度計畫主要重點即進行新版本排放清冊基準年的更新,依原規劃此更新基準年版本應為95年排放量,但隨e化的演進,96年大部份相關資料已可取得,此資料更符合現況,經討論後確認改以96年為基準進行更新。推估之污染物包括TSP、PM10、PM2.5、SOx、NOx、THC/NMHC、CO及Pb等。更新內容主要為進行空間解析度較細之排放量推估及分配處理,包括各廠座標的檢核、面源及線源1公里網格排放量的分配推估等,並採用去年度先期作業所執行車行揚塵與河床裸露等污染類別補充調查的結果取代前一版本資料,以提高此兩類排放推估的準確性;同時參酌96年排放量更新結果回溯歷年及調整修正未來年排放變化趨勢,作為未來管制策略研擬規劃應用之參考。對於排放量資料的查詢應用方面,本年度採用網路查詢方式,分別建立以Google Earth查詢工廠空間分佈及其排放資訊,與利用GIS查詢工廠排放量及面源、線源網格排放分佈等之功能系統,提供主管單位較方便之背景排放資訊查詢工具。在 AirControlNet(美國環保署所建置)空氣污染控制成本系統應用檢討方面,本年度嘗試將國內排放量資訊與該系統已建置控制措施相關表單進行連結,利用系統中單位減量成本資料進行國內控制措施減量成本的試算,以建立國內的AirControlNet應用前處理程序,未來再逐漸以國內實際調查之減量成本資料更新取代之,使之愈能代表國內實際狀況,提供控制策略組合減量成本分析應用之參考。對於其他相關例行性工作本年度計畫亦持續協助推動,包括綠色國民所得帳空氣品質質損量推估、協助97年度縣市SIP考核空氣品質改善指標相關資料審核與統計分析、相關網頁資料更新及技術與行政支援作業等。

Update and management of the National Air Emission data System & Establishment of Spatial Emission distribution inquiry

英文摘要 Emissions is a crucial background datum of Air Pollution Control. In order to grasp the entire trend, the National Air Emission Data was originally scheduled to be updated every three years; the previous version [TEDS6.1] of the National Air Emissions, completed in year 2006, was based on the emissions data of 2003. The key task of the current year planning is to update a new base year emissions for the new version of TEDS. According to the original plan, the base year for the update version was 2006; however, thanks to the advancement of e-data evolution, most of the 2007 data are already available, which comply more realistically with the current status. After discussion, it was decided to take 2007 data as the base-year data for the update. The estimation of pollutants included TSP, PM10, PM2.5, SOx, NOx, THC/NMHC, CO and Pb. The updating task mainly involved estimation and distribution of Air Emission with a finer spatial resolution, including plants with coordinates, and area emissions and line emissions with 1-km grids distribution. The fugitive paved road dust and fugitive riverbed exposure emissions were updated by the supplementary data carried out in last year’s preliminary study, so as to elevate accuracy of these estimations. At the same time, referencing the updated 2007 emissions, a trend modification was carried out by tracing back to the early years and estimating the coming year’s forecast, so as to be used as references of future control planning applications. Regarding the inquiry applications of the Emission Data, Internet on-line query was adopted in the project, with systems respectively established based on Google Earth for inquiry of spatial distribution of plants and their emissions, and on GIS for inquiry of point sources emissions and of grid emission distribution of area sources and line sources, providing authorities with more convenient inquiry tools of the background emission data. In the application review of the Air Pollution Cost Control System of the AirControlNet (ACN, established by the US EPA), we tried to link the domestic emission data to relevant forms established in ACN system and calculate the control reduction cost of domestic emissions using unit costs per ton given in that system, so as to establish preliminary processing procedures for applying the AirControlNet within our country. Such costs(unit costs per ton by control mesures) shall be gradually replaced in the future with actual survey results carried out within our country. In the project, there were also several relevant routine tasks, including estimation of air degradation in the national green GDP, assisting review and statistical analysis of the 2008 city/county SIP assessment in air-quality improvement index, data updating of the relevant webpage, and a provision for technical and administrative assistance.
