固定污染源空氣污染物連續自動監測設施管理制度、數據品保及系統提昇計畫

中文摘要 本計畫旨在檢討歷年連續自動監測設施查核工作之執行成效,健全國內連續自動監測設施法規之管理制度、強化「連續自動監測設施」數據防弊,整合全國監測數據傳輸至中央,提昇監測數據管理正確性及效率、研擬及公告第四批應設置監測設施及連線對象及監測項目、評估建立污染防制設施操作紀錄連線及預警機制。目前執行進度依各工作項目敘述如下: 目前已完成93年至99年底共252則CEMS相關解釋函之彙整。同時目前已完成美國2007年後相關新修訂之CEMS法規、歐盟2004年之後AMS、日本以及中國大陸2005年之後CEMS相關法令之蒐集與彙整。並將美國、歐盟、日本、中國大陸和我國CEMS法規加以比較。 已完成固定源資料庫、空污費資料庫及煙道CEMS監測設施資料之轉入,目前我們完成整合的資料庫內容包括空氣固定源資料庫整合連結、空污費資料庫整合連結、CEMS資料庫完成煙道監測設施資料庫。 目前已根據97年CEMS管理辦法修正草案進一步修訂CEMS管理辦法修正草案內容,草案本文經增刪後減為24條,附錄經合併及新增後則由原本的14個附錄精簡為8個。 目前已針對92年迄今各界使用後陸續反映相關意見、其他相關法規納入CEMS應用後發生之問題以及即將修訂「CEMS管理辦法」,參考SCAQMD最新審查手冊,初步修訂「CEMS安裝、確認及數據報告審核/現場查核之輔導手冊」及表格等相關作業規範。 已完成CEMS監測設施諸元資料庫登錄系統畫面摘錄,縣市主管機關亦已於98年8月31日前完成轄區煙道CEMS監測設施諸元之登錄。計畫人員已完成分析及整理調查公私場所監測設施儀器、控制器電路、型號規格等資料並建立資料庫等相關資料。 目前已完成第四批應設置連續自動監測設施及與主管機關連線之固定污染源對象篩選之評估工作。針對環評承諾設置之CEMS、因應縣市環保局之建議(總還原硫TRS)、處理量較小之廢棄物焚化爐、溫室氣體CO2計量、光電業/膠帶業/半導體業/石化業排放管道揮發性有機物以及其他法規已要求設置但未要求連線之固定污染源,提出建議篩選條件及適用範圍。預估約有增加列管之排放管道數量約675-1,264根次納管,因管制數量龐大,經專家諮詢委員建議,未來擬採一次公告、分階段實施的方式給予公私場所、地方主管機關及檢測機構較充裕的時間完成設置與管理。 本計畫目前已完整蒐集美國環保署在2008年10月9日提出的全新的CPMS性能規範(PS17)和品保步驟草案。PS17係為了評估用來監測某些列管製程或其污染防制設施的CPMS初次安裝後其監測品質是否可接受所制訂的性能規範(包括選擇安裝和確認)。目前PS17所提出列管的操作參數包括溫度、壓力、氣液體體積流率、固液體質量流率(mass flow rate)、pH和電導度(conductivity)等。列管對象則是如40CFR60, 61, 63等法規所列管的污染源類別中使用溫度、壓力、氣液體體積流率、固液體質量流率、pH或電導度當作污染源或污染防制設施操作狀況指標的CPMS。 完成預警機制之規劃並建立污染防制設施操作紀錄連線格式,並於利澤焚化爐P001煙道之防制設備“投藥量”訊號連線測試。

The CEMS management system and DAHS Improvement project

英文摘要 The aims of this plan are to review the execution effect of the audit of continuous emission monitoring systems (CEMS) by the stationary sources, complete the CEMS law, avoid the CEMS data counterfeit, CEMS data transfer to EPA from stationary sources, rising the data management correctness and efficiency, study and address the 4th announcement list of the stationary sources to set up CEMS and connect to EPB, and assessment to set up pollution and defend and make facilities and operating and noting down the line and early warning mechanism while grinding drafting and the fourth batch of announcement. Up to date, We have already responses 252 letter for CEMS questions form 2004 to 2010. We have collected the new revised CEMS law for America, European Union, Japan, and China and comparison with CEMS law of Taiwan. The ones that have already integrated the database of stationary source and combines the link at present, the air pollution fee database is combined and linked, CEMS database finishes monitoring the facilities databases. Have already further revised CEMS management revision draft content according to 2008 CEMS management revision draft at present, this text of draft reduces to 24 after adding and deleting, it is 8 that the appendix is simplified by 14 original appendices after amalgamating and newly-increased.
