96年度環保創新科技研發推動工作

中文摘要 「環保創新科技研發推動工作」計畫之推動,旨在協助環保署管理各年度「環保科技育成中心計畫」項下各補助團隊計畫之推動 與執行。本年度的環保科技育成中心計畫,共計有「成功大學/三越」等 8 個團隊通過申請,分別屬於「具前瞻性」 、 「環境檢驗」及「土壤及地下水」等 3 大計畫類別。總計畫經費為 2,863.4 萬元,其中補助經費達 1,275 萬元,佔總經費之 48.98%;平均本年度每項計畫補助金額為 159萬元。 總計環保科技育成計畫自 92 年執行至 96 年,5 年間共計已取得 14 項國內外專利,亦有 39 項專利同步申請中。在學術部分的計畫產出,共計發表了 33 篇期刊論文、44 篇研討會論文;參與 10 場研討會、28 場展覽;辦理 5 場成果發表會、7 場技術推廣說明會; 並獲得 7 項研發成果獎項。而與業者量產關連程度更高的部分,5年間共計針對 13 家業者,完成 28 件技術轉移;針對 4 家業者,落 實 4 項的量產技術。 若以前述實際量產的計畫為例,其具體的環保效益即反應在「有效提昇廢電鍍塑膠的回收量」 、 「減少戴奧辛對環境與人體危害」 、 「促進食品廠從原物料到成品產出之零廢棄物產生」等諸多面向。為環保署環境政策的落實,提供了具體實用的措施與作為。此外,在資料彙整的過程中也發現,以學校教師為研發核心的計畫團隊,其計畫所展現紮實的學術基礎,但也需要較長的技術育成轉換期。利用創新科技(分子生物、奈米技術等)進行資源回收再利用比率佔 80%,可見與環保署過去 5 年全面推動零廢棄、資源回收再利用法及土壤地下水整治法等優先政策相呼應,與經濟部、國科會等全面性推動產業科技的作法,已有明顯區隔。 本年度計畫除常態性的計畫管理外,並透過計畫工作平台之設置,強化各子計畫相關表格之檔案下載、最新消息之即時公告,強化計畫管理、成功案例、歷年成果宣導。並透過此工作平台,提昇各計畫提報資料之管考作業,以達成提昇計畫管理品質之目的。

Promotion for Environmental Technology Incubator Porgram

英文摘要 The project “The Impetus Task of Environmental Protection Innovative Technology Research and Development” was propelled to help EPA (Environmental Protection Administration, Executive Yuan) manage the promotion and execution of the plans with grants to the teams for the “Environmental Protection Innovative Technology Incubation Center Project” each year. This year, the Environmental Protection Innovative Technology Incubation Center Project accepted the applications of eight teams such as “National Cheng Kung University/ San Ying Enterprises Co., LTD.”, respectively from three categories of the project, “foreseeing environmental issues”, “R&D of innovative environmental inspection”, and “remediation for soil and underground water polluted sites.” The total fund of the project was NT$ 28.634 million (28,634,000), and the grants, NT$ 12.75 million, were 48.98% of the total fund. In average, each project this year received the grant of NT$ 1.75 million. While the Environmental Protection Innovative Technology Incubation Center Project was executed between 2003 and 2007, 14 domestic and foreign patents were granted during the five years. 39 patent applications proceeded simultaneously, too. Academically, the project published 33 periodical articles & 44 seminar papers, attended 10 seminars & 28 exhibitions, held five achievement exhibitions & seven presentations of technology promotion, and received seven prizes for the R&D achievements in total. In terms of industrial mass production, 28 cases of technology transfer were completed to 13 industrial manufacturers in total during the above-mentioned five years; four technologies of mass productions were executed to four industrial manufacturers. When we take the above-mentioned project of realistic mass production as an example, the realistic environmental benefits can be seen in the aspects such as “the effectively increased amount of the recycled spent plastic electroplating”, “the reduced dioxin damages to the environment and human beings”, and “the improved production process from the raw materials to the finished products accompanied by zero waste.” Concrete and practical measures and methods are provided to carry out the environmental policies of EPA. During the data compiling, it was also found that an R&D project focusing on school teachers revealed the solid academic foundation but needed the longer conversion period for technology incubation. The percentage of resource recycling & reuse with innovative technology (such as molecular biology and nanometer technology) at 80% showed the correspondence to the priority policies such as Zero Waste, Resource Recycling Act, and Soil & Groundwater Pollution Remediation Act, which EPA comprehensively propelled in the past five years. That was clearly distinguished from the industrial technology, which Ministry of Economic Affairs, ROC, and National Science Council comprehensively propelled. In addition to the normal management, this year’s project will reinforce the downloads of the charts about all the sub-projects, the up-to-date announcements, and the promotion of the project management, the successful cases & the past achievements by establishing the working platform for the project. This working platform shall help enhance the administration of the data submission by each sub-project so as to improve the quality of the project management. The recommendations for the system review were mainly made for the three aspects of the “project application”, “achievement diffusion”, and “team members.” For the “preparation work before the project application”, the “energy saving & carbon reduction” is recommended to be added as the item granted by the future project. Furthermore, the amendment of the selection information shall reinforce the identification of the incubation oriented project and enhance the conformation of the content of the project application with the achievements of the follow-up execution. For the “effective diffusion of the project achievements”, the agreement signature in advance is recommended to encourage the industrial manufacturers to share their project achievements in public. The chapter about the “prospects for the project achievements” aims to win the public acceptance of developing the environmental technology. To “improve the team members’ ability”, the content requirements about the final report are recommended to reinforce the role that the incubators and the industrial manufacturers shall play.
