一般廢棄物清除處理及再利用政策檢討規劃專案工作計畫

中文摘要 為持續推動我國「零廢棄」政策以妥善處理垃圾,及依據「垃圾處理方案之檢討與展望」之具體改善措施,達成「垃圾零廢棄」至民國100年之中期管理目標。本計畫據以執行之成果: (一)已蒐集彙整分析我國與歐、美、日廢棄物清除處理及再利用政策、法令與推動方式。並彙整分析我國推動「垃圾零廢棄」各項工作現況與問題,協助環保署進行各項具體執行措施與目標之管考。 (二)經由彙整分析一般廢棄物產生量、回收量及清運量等基線資料,我國零廢棄政策之推動成效上,96年全國整體資源、廚餘及巨大垃圾回收量與回收率均較95年提昇,垃圾妥善處理率達99.60%;平均每人每日垃圾清運量降至0.583公斤。此外,藉由分析一般廢棄物中間處理、再利用及最終處置設施之處理容量或再利用量及評估一般廢棄物產生量、回收量及清運量變化趨勢,完成一般廢棄物再利用、中間處理及最終處置設施之最適配置方式基準及供需平衡圖。 (三)協助環保署辦理「一般廢棄物資源循環推動計畫」修訂及各項工作之追蹤管考,並彙整「垃圾處理方案之檢討與展望」各項具體改善措施、執行成果進度、管理協調與整合工作會議之資料。同時協助環保署檢討廚餘、巨大廢棄物回收再利用之推動政策及其他再利用方式、通路與流向現況之查核。 (四)完成蒐集歐盟、美國、日本等一般廢棄物掩埋場設置及管理規定,與彙整日本倉儲式掩埋場之設置與管理相關資料。並完成30座公有掩埋場垃圾不進掩埋場執行成效實地查核,其中8座尚有掩埋生垃圾情形。藉由執行「公有廢棄物掩埋場管理規範執行情形調查」,彙整分析全國使用中掩埋場數量、位置及收受廢棄物種類與數量資料,以查核公有掩埋場垃圾不進掩埋場執行成效。

Review and Planning Program for the General Waste Clearance, Treatment, and Recycle Policy

英文摘要 To promote the “Zero Waste” policy in Taiwan for proper waste disposal, to carry out the “Review and Outlook of Waste Treatment Solutions”, and to achieve the scheduled mid-term target of “Zero Waste Disposal” in 2011, this program has conducted the following tasks: (I) Analyzed the policy, regulations, and promotion model for the clearance, treatment, and recycle of waste materials in Taiwan, EU, USA, and Japan. Summarized the current tasks and issues for promoting the “Zero Waste Disposal” policy in Taiwan, and assisted the Environmental Protection Administration in carrying out the implementation and management duties. (II) Illustrated the results of the zero waste disposal policy in Taiwan; analyzed and summarized the generated volume, recycle volume, and clearance volume of municipal waste to establish the baseline data, where it indicated an overall improvement of the recycle volume and recycle rate for recyclable resources, food waste, and bulky waste in 2007 over the previous year. The disposal or treatment rate of garbage reached 99.60% and the garbage clearance volume per capita per day has dropped to 0.583kg. Furthermore, the program analyzed the intermediate treatment, recycling, final disposal facility for the treatment volume or recycle volume of municipal waste, as well as evaluated the trends of the generated volume, recycle volume, and clearance volume of municipal waste, presenting the most optimal baseline and supply-demand balance sheet for the general waste recycling, intermediate treatment, and final disposal facilities. (III) Assisted the Environmental Protection Administration in revising the “General Waste Recycling Program” and tracking of various tasks associated; provided summary to the implementation models, progress report, management coordination, and agenda meetings for the “Review and Outlook of Waste Treatment Solution.” At the same time, assisted the Environmental Protection Administration in reviewing the policies towards the recycling model, channel, and current treatment methods of food waste and bulky waste. (IV) Collected the municipal waste landfill establishment and regulating rules in the EU, USA, and Japan etc.; as well as the storage type landfill establishment and management thereof in Japan. (V) Provided performance review of 30 public landfills and found that 8 sites violated the regulations and still accepted raw garbage. Performed the “Public Landfill Management Regulations and Performance Research”, from which the team also summarized the quantity, location, and accepted waste types and volume for all landfills in operation in Taiwan to audit the implementation of the “No raw garbage into the landfill” policy in the public landfills.
