空氣品質改善維護執行追蹤檢討計畫

中文摘要 本計畫自簽約執行後,即著手瞭解本市空氣品質改善維護計畫各子計畫工作目標、內容與執行成果,以評估執行成效,並進一步檢討後作成建議。爲了掌握本市空氣污染源特性及其來源,廣泛收集本市氣象資料及各污染源排放清單,藉以推估分析本市污染源排放特性。計畫執行期間為了掌握各計畫執行進度,達成環保署考評目標,另外並藉召開工作檢討會議方式,針對各計畫進行執行成效之追蹤檢討。97年度本計畫執行之成果量化表請參考表1所示,以下針對本計畫之工作項目成果逐項摘要說明: 1. 環境負荷及變化趨勢: 本市從民國86年至97年為止環境負荷變化,人口變動不大,但大客車、自用小客車、小貨車及機車有微幅的成長,而工廠家數則呈現負成長的趨勢,人口密度更是雲嘉南各縣市最高者,本市自88年至97年人口總數呈現逐年增加的趨勢,其成長率約為3.3%,目前人口密度約為每平方公里4,561人,約為台灣地區人口密度之7倍,全省排名第四,在工商業部分,本市近幾年工商業登記家數雖呈現成長趨勢,至97年度稍有下降,而列管工廠數近4年亦呈現負成長,隨著本市人口及型態之發展,顯示人口增長所帶來的交通及逸散性污染所佔比例會越來越高。 2. 空氣品質現況: 統計過去15年雲嘉南空品區PSI 大於100 之比例,已由83年之5.3%降至92 年之2.9%,由此可知空氣品質改善措施於此段期間有發揮一定之成效。然93、94 年卻上昇至6.0%、6.3%( 93 年度全國各測站不良日普遍提高),95年更高達7.0%,顯示整體空氣品質於近3年有惡化之趨勢,而於96年空品不良率下降為5.1%,顯示空氣品質惡化有減緩之情形;97年度除因第一季受沙塵暴影響,導致本年度PM10不良站日較96年度增加23站日,本年度不良站日百分比為4.63%,空氣品質狀況較96年度為佳,97年度PM10不良站日數由於年初沙塵暴與氣象影響,已高於96年度,而O3部分97年度不良站日共計50站日尚遠低於96年度118站日的不良日數。 本市從83年至97年12月底,CO濃度下降50%;NO2濃度下降45.7%;SO2濃度下降34.3%;PM10濃度下降10.03%,惟O3濃度上昇24.1%。雖然SO2、NO2及CO年平均濃度變化呈現下降趨勢,然整體的空氣品質仍較鄰近縣市不良,歷年來僅臭氧的年平均濃度值皆低於鄰近縣市,97年度PM10濃度除斗六站外皆較其他縣市測站為低。 3. 污染源之特色: 本市固定污染源之特點為小而多,餐飲業、加油站、洗衣業林立。雖然總排放量不大,但其排放結構卻相當複雜,另外也因本市的幅員不大,容易形成污染源集中,單位面積的排放量,容易形成污染源的熱點。 移動污染源方面,汽機車之總數量雖遠低於雲嘉南各縣市,但由於嘉義市之幅員較小,因此就密度而言高居雲嘉南之冠。在面源方面,由於本市屬都會型態,因此裸露地面不多,營建工程於96年每平方公里TSP排放量即有9.8公噸,97年1~12月每平方公里則為4.65公噸的排放量。 4. 排放污染源結構分析: 依固定污染源資料庫資料彙整,97年度現階段各類污染源之排放量為粒狀物97.3公噸、硫氧化物31.1公噸、氮氧化物158.9公噸、揮發性有機物為268.7公噸及一氧化碳75.1公噸,各行業佔各污染物之百分比如以總量來看,以石油煉製業為197公噸/年為最高;其次為廢棄物處理業之總排放量84.8公噸/年;鋼鐵鑄造業為83.4公噸/年居3;加油站業為55.6公噸/年居4。 營建工地方面,依97年度現階段之統計資料顯示,97年1~12月之削減率約在27.4%~62%之間,平均削減率為51%。營建工程排放逸散粉塵以其他工程為最大宗,其次為RC工程,道路工程居3,削減率則以SRC工程之削減率約為65%成效最好,橋樑工程之削減率為59%次之。 依97年12月底之統計車輛數,本市目前總車輛數約為280,976 輛,其中機車數為198,781輛,約佔總車輛數之70.7%,其次為小客車數,約為69,177輛,佔總車輛數之24.6%。以單位面積之車輛數而言,本市每平方公里約有3,312輛之機車,每平方公里約有1,152輛小客車,遠高於台灣地區每平方公里之398輛機車及157輛小客車。 5. 各子計畫執行成效評估: 在資料提交部分,「加強街道揚塵洗街計畫」在資料提交時效性部分最佳,得分為100分,未有延遲繳交之情形。 各計畫每月工作進度達成率部分,以「空氣污染夜間陳情案件處理計畫」每月進度累積達成率平均為100%最高,為達成率較為完善之計畫。 本年度各計畫現勘查核截至97年12月底止,在每月資料提報完整性方面,各子計畫查核得分皆有90分以上,顯示各子計畫所提交的資料皆有一定的完整性。 本市各子計畫污染物減量目標累積至97年12月底達成狀況,總計現階段本市各污染物削減量分別為TSP削減219.49公噸、TSP*削減464公噸、PM10削減211.81公噸、SOx削減12.11公噸、NOx削減1.22公噸、NMHC削減155.91公噸、CO削減837.36公噸。本年度各計畫削減量大多接近或超過年度減量目標。 6. 研擬空氣品質改善目標 環保署按照縣市現行空氣品質監測資料,計算各類污染物空氣污染物濃度與空氣品質標準比值,由於本市之PM10未達空氣品質標準,因此該項目列為三級防制區,有鑑於此,本市空氣污染防制規劃之重點則在於如何在5年內降低空氣污染物濃度,並從三級防制區降至二級防制區為目的。96、97、98年空氣品質不良率目標值分別為6.2%、5.7%、5.1%,97年度空氣品質不良率統計至12月為2.19%,較往年為佳。且落於目標值內,統計至97年12月底止,目前轄區空氣污染物除SO2距98年度的空氣品質目標相差較遠外,其餘污染物如O3、NO2及PM10均已接近符合98年度品質目標,顯示未來嘉義市之空氣品質應持續加強改善,並針對污染物SO2部份加強研擬對策管制,以達成既定空氣品質管制目標。 7. 管制策略規劃檢討: 依據本市污染排放特性及空氣污染現況,研擬各階段管制策略,將目前已執行中之措施列為技術可行性高者,優先置於短、中程管制方案,並依據各期程須執行之各項管制策略,將其回饋至應執行之空污計畫。由於本市主要以懸浮微粒及臭氧對空氣品質影響較鉅,因此本年度以此兩種污染物之產生源作為管制重點。
