2006 the management and advancement plan for motorbikes was contracted from 04/01/2007 to 03/31/2008. The focus of this plan is; the Regulation Inspection Stations regular auditing and assessing; the management system maintained and connectivity monitored; people in Inspection Station held education training courses, and held conferences for distributors. The vehicle owners email mailbox built, the advice note printed, and the registration form mailed. All of each countdown has already boosting according to the work schedule. Regulation Inspection Station inspect had already achieved the request of the contract amount. Auditing 875 times, finished 350 times gas-comparison auditing, and finished whole-car auditing 177 times. The inspection rate had achieved 100%. Regulation Inspection Station inspects and audit using non-shadow photo records, indication changing worn parts, the computer record registered, and the advice note consigned. If we analysis the motorbikes , according to the using ages of vehicles, the CO and HC exhaustion density has been increased, due to the numbers of automobiles usage. Moreover, the motorbikes which are over 10 year usage have the most serious pollution problems. So the old automobiles are the high pollution group. In addition, according to the mileages of the automobiles, the exhaustion density of CO or HC in 4 mileages and 2 mileages, the former is lower than the latter.
Until the end in 2006, according to the registered and returned, the motorbikes regulation inspection rate 80.9%. According to the regulation–inspection stations, the motor inspection rate 75.75% in Taichung country. Average regulation inspection rate 78.32% ranked number tenth in whole country.
