海洋污染防治策略評估檢討及資訊管理系統功能提升暨更新維護專案工作計畫

中文摘要 蒐集國際相關公約最新內容,以及比較我國與外國有關海洋污染防治管理差異,檢討分析現行海洋污染防治法規,完成海洋污染防治法 (草案)等五項法案修正建議,可以提升各級主管機關管制海洋污染之成效。 清查石油輸入業廠商名單,與從事油輸送數量,分析財政部關稅總局進口液化石油氣資料;清查商港、工業港區內貯油場、儲槽、登記天然氣礦廠、海洋放流管等相關資料與數量;依據公私場所作業風險性,建議分期公告管制海洋設施。完成4次海洋棄置許可查核,分析高雄港海洋棄置對海洋水質環境之影響。 搜集加拿大、美國、IPIECA、NOWPAP等國家、組織應用海洋環境敏感指標於緊急應變相關資料。整合台南縣市、高雄縣市、屏東縣等地區之海岸線ESI調查成果,修正國內海洋環境敏感指標(ESI)分類與現場作業手冊。依據國外油污染緊急應變策略、海岸應變資料,檢討國內現有緊急應變能量,建議應設置圍堵與回收系統,加強應變設施保養,並增設應變設施之倉庫,以降低緊急應變之作業時間。整理不同油品對調查區段之ESI海岸分類環境衝擊強度與建議採行的清除方案。 研擬船舶廢油污水收受之管制策略,建議查核港口管理機關對船舶廢油(污)水等污染收受處理情形,查核船舶是否設置防止污染設備。規劃船舶進港申報P&I資料傳輸,完成船舶P&I資料查詢系統。蒐集國外港口污染管理方式,並了解國內港口現有污染管制現況,整理我國港口現有法令規定,整合現有港區相關單位之執行工作,研擬整體性港口污染改善計畫(草案)。 完成「97海洋污染防治考核計畫」,提出各項考核指標,進行20個縣市考核前置作業訪談;協助整理第一階段書面審查考核委員成績、意見彙整及總成績計算,並提交環保署確認;辦理第二階段現地考核作業;提出98年度海洋污染防治考評指標、評分標準及權重表。 檢討「海洋重大污染緊急應變系統」現有應變單位、應變設施類別,提供應變設施說明與圖片查詢功能;進行系統功能需求訪談;每日午夜自動進行資料備份;完成系統權限整合,並協助維護系統。地理資料庫系統新增海洋環境敏感地圖之查詢、展示及列印功能。新增緊急污染事件即時簡訊通報功能。建立「海洋污染源資料庫管理系統」與「環保稽查處分管制系統」稽查處分資料交換介面,新增高雄港海洋棄置許可內容,並協助維護系統。新增沿岸事業污染源查詢、列印功能。

Project for the review of marine pollution prevention and strategy, promotion and renew of information management network

英文摘要 This report has gathered the latest contents of relevant international conventions, compared the marine pollution prevention management between domestic and international approaches, reviewed and analyzed the current exiting laws and regulations on marine pollution prevention and control. Propose five amending items to the draft Marine Pollution Control Act, which is aiming to enhance the effectiveness in marine pollution control management at all levels of relevant authorities. A listed crude oil importers and the associated quantities delivered have been checked as well as the amount of LNG imported based on the Directorate General of Customs of Ministry of Finance. Information regarding to the relevant materials and quantity of oil storage tanks, registered natural gas factories, ocean outfall pipes etc. of the industrial and commercial ports have been checked. Depends on the risk in public and private operational sites, the report has advised the approach to announce the regulated facilities in stages. In addition, 4 sessions of permit checking in ocean dumping and the impact analysis of marine ambient water quality from ocean dumping of Kaohsjung seaport have been completed. The applications of Environmental Sensitivity Index (ESI) in oil and chemical spill response in Canada, USA, IPIECA, NOWPAP have been collected. The manual of classification in marine ESI and the domestic on-scene procedures have been revised through the integrated coastline ESI results from Tainan, Kaohsjung and Pingdong cities and counties. The existing managerial capability facing the event of emergency has been re-evaluated based on foreign oil pollution emergency response strategies and shoreline clean-up guidelines. The report has suggested to set up containment and recovery system, optimize the contingency facilities maintenance, and to establish additional emergency storage facilities in order to reduce the response time upon emergency. Information on environmental impacts caused by different types of oil at different ESI coasts have been gathered and the respective best action program for shoreline cleaning have been recommended. Strategies in the control of ship-sourced waste oil and waste water retrieving is in development, which is including proposals to the port authority on how to manage the vessels waste oil and sewage by port retrieving facilities, and to check whether the vessels have set up the anti-pollution equipment. Plans have been formalized for incoming vessels to declare P&I information provided with P&I information inquiring system. The pollution management approaches in foreign ports have been studied in order to understand the current status of existing measures in domestic seaports, to compile the existing seaport regulations of different levels of authorities in the country and to join the efforts of current existing port management offices from all levels in the drafting of a port pollution improvement action plan. The 2008 Marine Pollution Prevention Audit Plan has been completed with auditing criteria proposed and preliminary interviews conducted on 20 counties and cities. This report has assisted in compiling the first stage review results regarding to the performance appraisal, evaluation opinions and the overall calculation of grades on committee members before submitting to EPA for confirmation. The report also involves second stage auditing, the year 2009 marine pollution control auditing criteria, benchmarking and associated weight table. The existing emergency response units and types of emergency facilities of Major Marine Pollution Emergency Response System has been re-evaluated and provided with descriptions and photo search for the emergency facilities. The re-evaluation has also included demands on system functionalities through interview process, automatic system back-up every mid-night, integrated system privileges and maintenance support, inclusion of searching, displaying and printing functions in geographic information system for marine environmental sensitivity maps and the addition of instant text-messaging ability during the event of a pollution emergency. Data exchange interface between Marine Pollution Source Database Management System and Environmental Enforcement Management System has been established with additional functions including permit entry for Kaohsjung seaport marine dumping, the searching and printing ability for coastal pollution sources.
