港區空氣污染物排放清冊建置及管制策略研擬專案工作計畫

中文摘要 為改善國內港口的空氣品質,也為實現中美合作會議之承諾,環保署推動「港區空氣污染物排放清冊建置及管制策略研擬」計畫,預定以2年時間完成國內5大商港之空氣污染排放清冊建置工作,並研擬適當之港區潔淨空氣行動計畫,以提出港區空氣污染管制措施建議,減少港區空氣污染物排放,達到保護空氣品質之目的。 本報告為第1年工作執行成果,目前已完成港區空氣污染物排放量推估方法之研擬、並據以建置排放量推估模式;目前已完成基隆港、臺中港、高雄港、花蓮港等4個港口以98年為基準年之排放量推估工作,推估的排放源包括有:遠洋船舶、港勤船舶、貨物裝卸設備、火車機車、重型車輛及逸散性粒狀物污染源等。推估的空間範圍除遠洋船舶在海域部分外推到港外20浬內,其他排放源均以港區範圍內的排放為主。結果顯示,各港均以遠洋船舶的排放量最大,其中又以高雄港的排放量最大。以高雄港為例,其港區(含港外20浬內的遠洋船舶)的NOx、VOC、CO、SO2、PM10、PM2.5、DPM的排放量分別為:9291.4、428.1、1200.0、8129.5、668.5、528.7、461.8 公噸/年,溫室氣體的排放量為CO2、N2O、CH4的排放量分別為:631184.9、37.194、38.569公噸/年,換算成溫室氣體當量則為643525.1公噸/年。 本計畫亦已完成蒐集國內外各項與港區排放源相關之控制方案與管制對策,並初步完成最佳可行控制技術之研擬及各港區潔淨空氣行動計畫規劃工作。 為達到與美方經驗交流的目的,本計畫除蒐集美方相關文獻資料進行研讀外,並藉由署內永續發展室中美環保技術合作計畫邀請美方環保主管機關及民間專家來台進行研究交流,同時亦邀請各港環保業務負責人出席會議參與討論。99年6月再邀請空氣及港區相關專家進行諮詢會議,同日下午並與港區相關主管單位及業者進行座談會。 由本計畫排放量推估結果可知,港區排放空氣污染物中NOX及SO2排放量佔所在縣市總排放量相當大的比例,其中以基隆港比例最高,分別約為26%及19%,其次為高雄港,分別約16%及19%。因此港區排放源的污染管制確有其必要性;從管制對策研擬結果中可知,有些簡單但有效的管制對策可以在短期內優先開始進行規劃執行,如船舶減速、燃油切換等,以利港區排放源在短期內即可達到相當程度的減量成效。

Establishment of Port Air Pollutant Emissions Inventory and Drafting of Management Strategies

英文摘要 EPA, ROC, initiated the “Establishment of Port Air Pollutant Emissions Inventory and Drafting of Management Strategies” project at 2009. The project goal is to improve port district air quality in the nation and also to fulfill the USA and ROC agreements in the “Port Air Quality Partnership Convention“. The project is expected to establish the pollutant emission inventory for 5 major commercial harbors in the nation within 2 years. Additionally, the project will formulate appropriate clean air action plan through research, propose recommendations regarding air pollution control measures in port districts, and reduce pollutant emission within port districts to achieve the goal on air quality protection. This report documents the progress of the first year of the project. The project has thus far designed methodologies for estimating pollutant emission within port districts and has built an emission estimation model accordingly. This project has estimated emission inventory for Keelung Harbor, Taichung Harbor, Kaohsiung Harbor, and Hualien Harbor using 2009 as basis. Emission sources include ocean vessels, loading/unloading facilities, locomotives, heavy duty vehicles, fugitive emission of particulate matters, and etc. Estimation coverage excluding ocean vessels will expand to 20 nm outside the harbor and other emissions will emphasis on pollutant sources inside the port district. The resulted figures suggest that ocean vessels have the largest emission in every port. Among these ports, Kaohsiung Harbor has the largest emission. Emissions of NOX, VOC, CO, SO2, PM10, PM2.5, and DPM in Kaohsiung Harbor port district are 9291.4, 428.1, 1200.0, 8129.5, 668.5, 528.7, and 461.8 MT/year respectively. Green house gas emissions of CO2, N2O, and CH4 are 631184.9, 37.194, and 38.569 MT/year respectively. The equivalent green house gas is 643525.1 MT/year. This project also compiles a review on relevant control scheme and regulation strategies within the nation and aboard. Furthermore, this project has compiled a draft Best Available Control Technologies and a clean air action plan for every port district. In addition to literature review, this project invited environmental protection authorities in the states and civilian experts through Sustainable Development Division, EPA, ROC, for a research conference in Taiwan for communication of experience to conform to the Technical Environmental Protection Cooperation Plan between USA and ROC. In the mean time, this project also invited environmental protection officials from every harbor to the meeting to participate in discussion. An advisory conference was held with experts in the field of air pollution or harbor issues at June 2010. On the same afternoon, this project held a forum for the harbor authorities and their tenants. According to the emission estimation result, port district emissions of NOX and SO2 have relatively higher percentages in the total emissions of their region. 26% and 19% of Keelung Harbor are the highest percentages among all harbors. Kaohsiung Harbor with 16% and 19% has the 2nd highest percentages. Therefore, port district emission control has its necessity. Also, based on the regulation strategy study, there are simple but effective regulation strategies such as reducing vessel speed, switching to alternative fuel, and etc. If these strategies set in motion first, it is advantageous for port districts to reach their emission reduction targets early.
