「各類開放性設施及場所量測規範及評估指標之建立—風力發電設施」

中文摘要 近年來,由於開發中國家經濟發展突飛猛進,加速對石油的需求,全球油源日漸枯竭的問題逐漸更顯重要,另一方面,由於溫室效應影響並受到1997年聯合國京都議定書協議簽訂後,溫室氣體排放減量決議的關係,世界各國相繼將發展再生能源列為重要目標,而在此情形下,其中風力發電因技術日益成熟,使得風力發電廠也就成為各國首選的能源發展重點。臺灣為一海島國家,風能潛力資源良好,風力發電更是目前台電致力發展的主要再生能源項目,其長期電源發開方案中風力機組亦佔有一定之能量。相對地,同時亦面臨因風力發電機組所帶來運轉噪音影響之困擾,因應民眾環保意識的提高與訴求日甚,噪音問題同時亦漸漸為民眾所重視。行政院環保署始終站在確保國民生活環境品質的第一線,對於各類噪音的研究與防制不遺餘力,因此於本年度針對開放性設施及場所中之風力發電設施噪音影響進行專案評估。 本計畫主要目標為針對風力發電機組進行實地量測作業以瞭解其噪音影響情形,並研擬適宜的量測方法以建立風力發電機組之開放型場所設施之噪音量測方法;另一方面民眾陳情敏感點進行量測及訪查,以了解其影響情形。同時本計畫亦配合新修正公告之噪音管制法協助環保署進行「噪音管制區劃分辦法」與「噪音管制標準」草案修之法制作業。 主要目標包括: (一)針對開放型場所如風力發電機組進行實地量測並研擬適宜的量測方法。 (二)量測風力發電機組之噪音以瞭解該類噪音源附近之噪音情形。 (三)建立風力發電機組之開放型場所設施之噪音量測方法。 (四)針對曾遭民眾反應風力發電機組噪音之敏感點進行現場量測及訪查,以了解風力發電對居民生活之影響。 (五)配合新修噪音管制法,協助本署研訂「噪音管制區劃分辦法」及「噪音管制標準」草案,及辦理公聽、研商會議相關事宜,以如期完成上述辦法及標準之法制作業。

The Establishment & Measurement Standards and Evalution Indicater for Open facilities and site-Wind Turbines System

英文摘要 In recent years, a sharp surge in the economic developments among the developing country has ruled the demand for petroleum, which only highlights the issue of a steady declining global crude supply. On the other hand, following the world consensus on greenhouse gas emission reduction amid the rising greenhouse effect and following the signing of the 1997 UN Kyoto Protocol, world countries have turn to the development renewable energy as a primarily objective. Under such circumstances, the steadily maturing wind power generation technology has attracted world countries to rush to developing wind power stations as a focal point in energy development. As an island state, Taiwan not only commands fine wind energy but wind power has emerged as a crucial source of renewable energy to Taiwan Power Company, with wind turbines in its long-term power development accounting for a certain level of synergy. Comparatively, when faced the disturbance of noise as arisen from the operation of the wind turbines amid the public’s increasing environmental awareness and demand, the noise issue is increasingly being emphasized by the general public. Consistently at the forefront of safeguarding the general population’s quality of living environment, the Environmental Protection Administration, Executive Yuan, has been sparing no efforts in the study and prevention of a variety of noise, which has spawned an assessment project for the current fiscal year to evaluation the impact of noise by wind power generating facilities at open facilities and sites. The project’s primary objective has been to conduct field survey on wind turbines to discern the state of noise impact, and to study and draft a suitable measurement method, through which to establish a noise measurement method for wind turbines at open-site facilities. The project also aims to conduct measurement and survey on sensitive public opinions, through which to discern the state of noise impact. In the meantime, the project also aims to facilitate the Environmental Protection Administration conduct the legislation work on the draft bills of the “Regulation for Various Categories of Restrictions Noise Control Zone Delineation” and “Noise Control Standard”, coordinating to the latest amended and announced Noise Control Act. The project’s primary objectives include: (I)To conduct field survey on wind turbines at open sites, and to draft a suitable measurement method. (II)To measure the noise of wind turbines with which to discern the state of noise in and around the noise source. (III)To instill a noise measurement method on wind turbines at open-site facilities. (IV)To conduct field measurement and survey at sensitive points of the noise emitted by wind turbines as reported by the general public, through which to discern the impact of wind power generation to the life of general public. (V) To facilitate the administration study and draft the draft bills of the “Regulation for Various Categories of Restrictions Noise Control Zone Delineation” and “Noise Control Standard”, coordinating with the newly amended Noise Control Act, and to stage the public hearing and presentation meeting-related understandings in a bid to complete legislating the foresaid regulation and standard as scheduled.
