應用無線射頻辨識(RFID)技術於事業廢棄物管理之先導型示範計畫-技術發展子計畫

中文摘要 本計畫為應用『無線射頻辨識技術(RFID)』,結合現行環保署事業廢棄物網路申報及清運機具裝設即時追蹤系統制度於事業廢棄物管理。希望藉由RFID之導入,輔助現有網路申報流向追蹤系統,以提升網路申報數據品質及管制效益,降低管理成本。並搭配目前GPS監控系統及事業廢棄物管制勾稽系統,提升查緝不法之成效。 本計畫今年選擇醫療廢棄物、有害廢液、有害集塵灰及重金屬污泥為應用RFID於實場測試之廢棄物,針對不同清運方式、盛裝容器、清運車輛型式、溫溼度、環境等進行實場測試及分析評估,並與三家清除處理機構及六十三家產源進行實際廢棄物清運與RFID搭配之模擬。 針對四項應用RFID於廢棄物管理之廢棄物,也開發了廢棄物清運流程專用RFID系統,包含清除者車用系統、處理場固定式系統、手持式系統、稽查人員系統。另外也將RFID與現行清運機具上所裝置GPS結合,清運機具所收受廢棄物資訊由讀取器讀取電子標籤資訊,藉由GPS車機傳送回署內。如此除了即時掌握清運機具位置外,也同時掌握廢棄物種類及描述。 本計畫也完成兩場次實場觀摩,邀請各單位專家學者與會,進行導入流程解說並交換寶貴經驗。另外根據實場測試之實驗結果,初步草擬不同廢棄物之RFID軟硬體規格及驗證標準程序。

Radio Frequency Identification Application Used in Advanced Industrial Waste Management Demostration -- Technical Development

英文摘要 The purpose of this project is to make Radio Frequency Identification (RFID) joins with the existed online reporting mechanism along with the waste flow tracking system like the global positioning system (GPS) to manage industrial waste flow. Hopefully by addition use of RFID, the waste management will become more efficient and more qualified online reporting data will be used to lower the management cost, and the illegal activity will be caught at faster pace. In this year, we selected medical waste, hazardous waste liquid, dust, and heavy metal containing sludge to test how well RFID runs when vehicles transporting these wastes. Disposal mode, container types, disposal vehicle types, temperature, humidity, and onsite environment are the factors for evaluation. Three treatment, storage, disposal, facilities (TSDF) and sixty-three generators participated in the simulation of waste disposal along with the RFID scanning. We also developed specific RFID system for waste disposal flow process, like disposal vehicle system, treatment facilities’ system, PDA system, and inspection system. RFID also joins with the GPS installed on the disposal vehicle. The data is read by the tag and GPS transmits the data back to the mainframe computer located in the EPA building. The combination of the GPS with RFID will inform the EPA management staff the location of the disposal vehicle and the waste categories and their descriptions carrying by the vehicle. We completed onsite testing twice and invited experts to attend the testing. During the testing, we conduct the exposition and exchange the information with the experts. According to the testing results, we drafted RFID software and hardware specification and machine evaluation standard for different waste types.
