非游離輻射—抽測、宣導暨全國地理資訊系統之更新計畫

中文摘要 本計畫主要在進行非游離輻射發射源以及公共空間之量測作業,進而將分析結果提供未來管理策略研擬之參考,以及資料公開之基礎。另一方面,也藉由辦理國際研討會以及民眾宣導會,來傳遞正確的非游離輻射概念。 在電磁波發射源抽測方面,共完成 502 站抽測作業,包括陳情案 101站以及歷年偏高複測 45 站,檢測結果均符合環境建議值,而其中約有五成歷年偏高複測站之測值呈現降低的趨勢。而在行動通信基地台功率密度空間量測方面,實測數據經由統計分析後顯示,高度愈高或實際距離越近,所量測到的電磁波強度越大;而話務量與電磁波強度無明顯的相關性。此外,本計畫也模擬民眾居住環境的情況,以立體量測的觀測點,來進行基地台訊號強度的分布模擬。將實際值和模擬值相比較後發現,實測值普遍落在模擬值的範圍內。關於 Wimax 量測方面,初步結果顯示皆符合環境建議值。 本年度共完成一場次非游離輻射國際經驗交流及實地示範量測研討會,邀請國際 IEEE 有關非游離輻射安全及量測相關的國際專家:Mr. Ron C. Peterson 及 Dr. Chung Kwang Chou 來台,確實達到國內外學者、民眾、相關環保團體之溝通及交流。此外,也於全省各地辦理 5 場民眾宣導會以及 3場環保人員的業務說明會,讓各地民眾、教師、環保團體能就近參與非游離輻射議題的討論,更加讓民眾了解正確的非游離輻射概念。

Non-ionizing radiation emission source selected and the advocacy of the National Geographic Information System Update Plan

英文摘要 The project focused on measurement and analysis of non-ionizing radiation emission sources and public spaces. The data would provide some information to further decision making and criterion setting. Besides, the project updated the database and operation system of non-ionizing radiation to the public. We invited experts from IEEE and hold an international conference to exchange measured experiences from oversea. The non-radiation emission sources and public spaces had been measured to required amounts. The number of data at least amounted to 502 that included 101 people stated and plead cases and 45 re-measurement of some place which previously measurement data were higher than others. Presently, all values were conformed to Electromagnetic Field (EMF) exposure limits (reference levels) and 50% re-measured data values were reducing. In addition, the real residential condition was simulated to measure the signal strength in the three-dimensional point for base stations and compared to real data. The result showed that the real values were all fit in with the simulated data and the closer position was, the stronger power was measured. There was no correlation between the amount of communication and the power of non-ionizing radiat ion. Furthermore, the initial data of WiMax showed that all values were conformed to EMF exposure limits (reference levels). The project held an international conference on measurement of non-ionizing radiation. We invited Mr. Ron C. Peterson and Dr. Chung Kwang Chou who were experts of non-ionization radiation from IEEE. The conference promoted interchanging information about measurement method of non-ionizing radiat ion and the EMF standard of regulating agencies. Furthermore, three non-ionization radiation workshops to the public and five training sessions to EPB were also held. It propagated correct concepts and played an important role on communication between savants, government official, non-profit organization and populace.
