97年度空氣及噪音環境監測操作維護暨空品能見度調查計畫

中文摘要 本計畫履約期間為民國97年3月20日至98年3月19日,計畫目的為維持臺中市轄內空氣品質人工測站(六處)及自動測站(一處,含電子顯示板)正常運轉,落實監測設備之定期維護保養及校正工作,維持儀器設備妥善率,保護設備功能並延長使用壽命。並執行能見度調查作業,以探討不同空氣品質狀態下,能見度及PSI與空氣污染物之間的關係,進行臺中市能見度最適迴歸經驗模式推估。另外需協助環保局執行一般地區環境音量與道路交通噪音人工監測站定期監測(64點次)、交通噪音陳情案件監測(8點次)、高鐵噪音監測(4點次)、捷運綠線及中港路背景噪音監測(16點次)、車輛原地噪音量測(8場次)及移動性擴音設施監測(5件次),以瞭解本市噪音現況。 截至期末報告初稿提交為止,本計畫執行期間均依規定履行採放樣及設備保養維護之工作,噪音監測亦依環保局指示定期完成各項監測工作,並依預定進度進行能見度調查等相關作業。 在空氣品質人工測站方面,各測站已每月完成2次總懸浮微粒採樣與採樣器校正維護,落塵量亦每月完成1次之採樣。在空氣品質自動測站方面,文山測站已於每週、每月、每季完成定期維護。另外,文山測站風速/風向計因故障無法修復,已於97年5月9日完成整組風速/風向計更新。 在噪音監測方面,已完成一般地區環境及道路交通音量監測共58點次,由於道路交通噪音標準值較高,雖然一般道路車輛行駛噪音大,但超出管制標準的情形較少;而一般環境音量標準較嚴,環境音量易受附近人為或自然活動之影響,若有特殊事件發生如施工、宣傳車廣播、舉辦活動、蟲鳴鳥叫等,就容易超出管制標準。噪音陳情監測完成8件,有1件超出管制標準,陳情地點主要分布在交通流量大之道路或鐵道旁。高鐵交通噪音監測已完成4點次監測,其中測點2有2個時段超之均能音量出高鐵交通噪音管制標準。捷運及中港路背景噪音已完成16點次監測,大部分監測地點皆有部分時段之小時均能音量超出管制標準,尤其是夜間時段更為頻繁。車輛原地噪音已完成8場次,共量測35輛次,不合格22輛次,不合格率為62.9%,造成不合格原因主要為擅自改裝車輛導致噪音過大。 在空氣品質部分,97年本市環保署測站的空氣品質不良率為1.64%,其中西屯測站的空氣品質不良日數共有6站日,指標污染物為PM10者有5站日、指標污染物為O3者有1站日;忠明測站的空氣品質不良日數共有6站日,指標污染物為PM10者有4站日、指標污染物為O3者有2站日。而本局設置之文山測站97年之空氣品質不良率為1.92%,空氣品質不良日數共有7站日,指標污染物皆為PM10。 在能見度調查部分,本計畫調查1997-2007年臺中都會地區能見度長期變化趨勢及季節性差異,探討不同空氣品質下,能見度與空氣污染物之間的關係,並進一步探討臺中地區能見度與空氣污染物濃度、微粒成份及氣象條件之間的關連性,進行能見度最適迴歸經驗式推估。結論如下:(一)臺中地區能見度以7月份為最佳,而以3月份最差,大致上夏季能見度較好,冬季能見度較差。(二)空氣品質不良時,能見度降低、氣壓升高、氣溫降低、風速較小、粒狀與氣狀污染物濃度日均值較大。(三)臺中地區能見度假日與非假日時段比較,假日的平均值9.60公里雖然略大於非假日平均値9.55公里,但不顯著。(四)能見度主要受到氣溫、氣壓、風速及相對溼度等氣象因子,以及道路揚塵、交通污染源、光化作用及來自工業區燃煤、重油燃燒廢氣的傳輸等污染來源而影響。(五)能見度的變化受PM10濃度的影響最具靈敏性。(六)PM10濃度在高能見度、中能見度、低能見度的狀況下平均值依序為35.1、61.9、110.7 g/m3。

2008Taichung City Air and Noise Environmental Monitoring Station Operation ,and visibility investigation Project

英文摘要 This project is to schedule at last one year altogether from March 20, 2008 to March 19, 2009, this purpose is to keeping human inspection station (six stations ) and auto inspection station (one station ) run well for maintain the air quality in Taichung. Maintain and correct the work in fixed maintenance which implements the monitoring equipment, maintain the appropriate rate of the instrument and equipment, protect the function of the equipment and lengthen service life. Need to support Environmental Protection Bureau to amount to 64 times monitoring once carrying out the general environment volume of area and the road traffic noise, amount to 8 times monitoring of traffic noise state and plead, amount to 4 times monitoring of the noise along the Taiwan High Speed Rail, amount to 16 times monitoring of the background noise along the Mass Rapid Transit,amount to 8 times of vehicle noise measurement,amount to 5 cases monitoring of mobile amplifier. Depend on the rule should fulfill that adopt and put kind sampling and the work of the maintain equipment, and complete all monitor for the noise monitors with the Environmental Protection Bureau. Human inspection station in air quality, have already finishing 2 times a month of Total suspended particulates sampling , to correct and safeguard with the sampling device, and finishing 1 time a month of dustfall sampling. Auto inspection in air quality, has finished week、month、season periodical maintain in the Wunshan station. Noise monitor have already finished the general area environment and road traffic volume monitored amount 64 times. The traffic noise state and plead have finished 8 times monitoring, distributed mainly place by the road large in flow in the traffic.The noise monitoring of Taiwan High Speed Rail has been finished 4 times . We had performed 8 times including 35 vehicles’ inspection. There were 22 vehicles disqualified. The disqualified rate was 62.9% and the disqualified vehicles were mostly stock cars. The part of the air quality, the bad rate of air quality of this city has already been lowered to 1.64% of the 2008 by 2.05%of the 2007. There are 6 days have the bad number of air quality, the index pollutant has 5 days for PM10,and 1 day for O3 in the Situn station. There are 6days have the bad number of air quality, the index pollutant has 4 days for PM10, and 2 days for O3 in the Jhonming station, the bad index pollutant of air quality is relatively high in proportion with PM10 this year. In this study in visibility, we investigated the relationships between visibility and air pollutants by analyzing the long term trend and seasonal differences in Taichung urban area. And we further studied in the relation of visibility, air pollutants, aerosol components, and meteorological factors in Taichung city in order to interpret the optimal regressive empirical model. According to the study, we concluded that: (1) the best visibility occurs in July, and the worst occurs in March. Approximately, the visibility is better in summer than in winter. (2) degradation of visibility, rising atmosphere pressure, lowering temperature, lower wind speed, and higher daily concentration of air pollutants occur during high-polluted periods. (3) weekend visibility slightly exceeds that on weekdays in Taichung city, but not considerable despite the t-test. (4) visibility is influenced by meteorological factors such as ambient temperature, atmosphere pressure, and wind speed. Visibility is also influenced by road dust, traffic emissions, photo-oxidation reaction, and industrial oil-burning and coal-fired emissions. (5) PM10 concentrations represent the most significant impact on visibility. (6) average concentrations of PM10 mass in high, medium, and low visibility are 35.1, 61.9, and 110.7 ug/m3 respectively.
