In order to carry out the spirit of source reduction, the key point for this year of the Environmental Protection Administration of Executive Yuan is the planning for boosting source reduction project in single-use devices. The project was determined by investigating the consumer intention and the network questionnaire to widely collect the advices for the public opinion. Furthermore, the literature research of the source is also required for the determination of the projects. Besides investigating the current status of the restriction use of plastics tray and packing box, it also helping to boost and carry on the related integration work. Collected information about the performance and current conditions of plastic bag recycling and take into the valuation inquisition. It also continues the related affair after the restriction policy on plastic usage and information of source reduction. These completed portions of the work content in this project include:
(1) Selected popular 20 types of single-use devices through the Questionnaire “study of consumer intension” and “lottery after drawing the network questionnaire”.
(2) In October 15, 2007, the attending committee member of“reduction special case group” already have consistent mutual recognition in third conference conclusion. Basis on the Delphi questionnaire score above 4.0, they choice 13 kinds of single-used devices to start the follow-up reduction items. It also concerns the feasibility of intense reduction projects in the use of other single-use devices in the same or different places. According to disposable dishes, disposable chopsticks , and disposable knives have duplicate the appearance under the different situation, total are 10 kinds of disposable devices selected bring into the reduction items.
(3) Focus on two single-use products “plastic tray and packing box” and “disposable paper cup”, the official reduction projects was announced and have 9 parts of guidance explanation meeting during March 28 and June 22, 2007.
(4) Based on the executive performance of plastic bag recycle and reuse during the year of 95-96, it not only can reduce the plastics raw material usage, but also creates the profits to local executive organizations or recycle and treatment companies.
(5) The Environmental Protection Administration convenes "the promotion of labeling plastic recycling identification code in plastic bag" meeting on June 7, 2007, considered to guide the company labeling the code voluntarily, therefore benefiting the follow-up education of the classification by people.
(6) According to the performance of restriction policy on plastic usage on shopping bag, there are several benefits on reduction of “resource consumption”, “energy consumption”, “nitrogen oxides”, “sulphur oxide”, “methane”, and “waste disposal” six evaluated issues; have negative effects on water pollution such as “Suspended Solids” “Biochemical oxygen demand” “chemical oxygen demand” “chloride ion” and air pollution such as “Suspended Particulates” ”carbon monoxide” six evaluated issues.
(7) The Environmental Protection Administration take action on source reduction should be carrying through by the restriction policy on plastic usage to reduce the use of shopping bag and disposable tableware. It suggests continue to raising public awareness of self-prepared shopping bag and tableware to decrease the usage of single-used devices, which is the nature friendly environmental protection policy.
