產業廢水污染特性調查及自我污染削減推動計畫

中文摘要 台灣為世界高科技產業製造重鎮,製程中所使用的化學物質種類繁多,可能在廢水排放時造成相當程度之污染,本計畫延續去年光電及半導體業調查結果,進一步針對其他新興產業進行廢水水質特性分析。此外,亦調查國內持久性有機污染物運作廠商之製程與廢水排放情形,了解其污染潛勢,本計畫並協助環保署推動廢水污染物自我削減管理計畫,落實污染減量。 發光二極體和太陽能電池製造以及製藥生技產業調查結果顯示,發光二極體和原料藥製造兩產業之污染潛勢較高,原廢水中含高濃度製程化學品,考量製程化學品使用量、排放水的污染物濃度、處理效能、環境水體影響及國外管制標準等因素,建議優先增列氨氮管制項目。 鄰苯二甲酸酯塑化劑、壬基酚和有機錫等化合物之運作事業單位水質檢測結果顯示,各廠製程原廢水大多均具高濃度污染潛勢,惟經廠內其他廢水稀釋與處理程序處理後,排放水的鄰苯二甲酸酯塑化劑和壬基酚濃度多均已降低,其中有機錫濃度有偏高之虞。廢水氨氮和戴奧辛自我削減管理計畫因涉及層面廣,今年度暫緩推動執行。 建議環保署可建立新興事業廢水污染背景資料庫,逐年彙整歸納相關計畫研究成果,全面地掌握國內新興事業廢水污染特性,俾利後續廢水污染物管制策略之研擬。

The Study of the Wastewater Characteristic Investigation for Industries and the Promotion for the Self Pollutant Reduction

英文摘要 Taiwan is one of the major clusters of high-technology manufacture in the world. There are various chemicals used in the industries and may cause significant pollution when discharging wastewater. The main purposes of this study were to continue the conclusion of photovoltaic and semiconductor industries last year and to investigate the pollution characteristics of discharged wastewater for the other new industries. Besides, the study was also to investigate the manufacture and discharged wastewater of the factories used persistant organic pollutants and to understand the pollutant potential. Eventually, the study assisted the EPA to promote the program of self pollutant reduction and control and to implement the reduction of pollutant. The investigation of wastewater discharged from focusing industries revealed that light-emitting diode and pharmaceutical manufacturing and biotechnology industry had higher pollution potential. The raw wastewater had higher concentration of chemicals used in the industries. We recommended that effluent standard should regulate ammonia-nitrogen in priority, while considering the factors like consuming amount of chemicals in the focusing industries, the toxicity, the possibility that the chemicals enter the wastewater, the wastewater treatment efficiency, the environment impact and the foreign effluent standards. The investigation of phthalate esters, nonyl phenol and organic tin in the wastewater revealed that the raw wastewater had higher concentration pollutant potential. However, the concentration of phthalate esters and nonyl phenol discharged from factory was mostly lower than raw wastewater by means of the dilution of the other wastewater in the factory and the treatment with wastewater treatment process. And, the concentration of organic tin discharged from the factory that used or manufactured organic tin in the process has higher pollution potential. Moreover, it was difficult and complicate to promote the program for self-reduction and self-control of ammonia-nitrogen and dioxin in wastewater. So, the study was suspended in this year. It was suggested that EPA could build up the background database for the new industry wastewater quality and conclude the achievements of every study year by year. Therefore, EPA could comprehend the characteristic of the domestic new industry wastewater fully and draft the control stategy of pollutants in the wastewater.
