都會地區區域性噪音地圖繪製計畫

中文摘要 本計畫自9 7 年4 月1 8 日起執行至9 7 年1 2 月3 1 日止, 已依本計畫預定工作進度執行完成各工作項目, 其主要成果說明如 下: 首先集歐盟最新法令及歐盟、美國各國及亞洲包括日本、香港 等都市目前進行都市噪音地圖繪製情形, 並進行資料彙整, 並提出 各國執行情形說明並就其執行過程及法制化情形優缺點, 並就各國 執行情形列表分析。針對參考歐盟及各國執行都市噪音地圖立法之 經驗, 擬定我國繪製噪音地圖未來管制規範草案, 針對我國相關噪 音地圖提出噪音地圖法制化作業期程之規劃, 研擬未來執行噪音地 圖作業配合噪音管制區劃定原則修正作業時, 納入未來立法管制作 業, 並擬定相關法規文字建議, 以供環保署未來施政方向之參考。 針對本計畫模擬範圍內以北高雄市進行共計50 點次之環境噪 音量測作業, 各點次均進行2 4 小時之環境噪音量量測作業,並以 此監測結果進行噪音地圖模擬作業之輸入資料。更進行都會區實際 噪音地圖製作規劃,針對北高雅市鹽埕、鼓山、左營、楠梓、三民、 新興及前鎮等區進行共計1 1 1 平方公里之都市噪音地圖模擬作 業。並依據本計畫之各情境模擬結果進一步進行執行模擬效率、影 響面積、建物影響差異以及固定點噪音影響等項目進行較詳細之分 析作業。進一步結合前一年度之計畫成果, 完成共計2 4 5 平方公 里模擬面積之全高雄市之所有道路情形噪音地圖繪製作業, 並針對 本年度之北高雄市區域及全高雄市區域進行每小時均能音量之噪音 地圖繪製作業及噪音分佈影響面積分析作業。針對本計畫之各項成 果已辦理完成各場次噪音諮詢及成果討論會議, 就歐盟執行噪音地 圖之相關法規及實例說明進行經驗交流, 以提供國內環保署及各環 保局參考。

Urban area noise mapping project

英文摘要 From April 18 2007, this project has been implemented and the scheduled progress has been achieved. The following is the brief presentation of primary achievements: First, the latest applicable specifications and codes widely used in EU and USA, and the information regarding the making of urban noise maps that have been carried out in EU countries, USA and Asia cities were collected for data summarization. The status of implementation in these countries is presented here in terms of the difficulties during the implementation, features of the implementation and its advantages and drawbacks as well for the reference of EPA and fellow environmental protection agencies in future operations. Secondly, make a brief description of common Urban Noise Mapping software in our country. Also, the methods of data conversion for major factors of influence, such as road noises, buildings, and noise meas urement, are provided. At the same time, the project is described the costs and benefits analysis of implement Noise Mapping and provided the noise control policy and noise mapping plans. Next, the project had been finished 50 points environmental noise monitoring, each points has monitored for 24 hours, as input source data for noise mapping used. Then, a practical noise map making and planning was carried out at a south Kaohsiung area. In this project, a 2D simulation urban noise map was carried out on a n area of 111 km2 of North Kaohsiung and an area of 245 km2 in all Kaohsiung City and 3D simulation of 10 km2 in Kaohsiung City. Including Ciangjhen; Lingya; Cining and Sianogang etc., district. The simulation software LIMA was introduced in the urban noise map simulation based on several scenarios, including freeways, expressways, regional roads, major city roads, general city road s, all roads and city blocks with buildings. Moreover, the simulation has incorporated variety of parameters, for example, daytime noise level(Ld), evening noise level(Le), nighttime noise level (Ln),all day equivalent continuous sound level(Leq)and day-evening- night noise level (Lden), and GIS was employed for graphic data processing. The results were summarized and posted on EPA website for the reference of local administrations. For the results of simulation executed in this project, also made the ana lysis for simulation effects, noise contour area influences, and effect of fixed receipt points. So far two noise counseling meetings have been held to present the achievement of this project, and in the meetings the relevant specifications and codes of EU regarding noise map making were introduced for exchanges of experience and suggestion and for the reference of EPA and fellow environmental agencies. Also, another conference of noise operation reviews and achievement discussion was held for the simulation results of this project.
