全國河川巡守隊運作輔導計畫
| 中文摘要 | 本計畫主要是在協助各縣市環保局水環境巡守隊之組織運作、教育訓練、統籌執行與管理事務等規劃工作。計畫設定依組織健全化、運作落實化、查處確實化、獎勵普及化等4項目標，並運用「社區關懷力、民眾行動力、學校知識力、政府公權力、媒體傳播力及社會制約力」等六力特性，來強化民眾參與公共事務之意識，活絡巡守隊之經營。再輔以二次實地訪查及河川保育中心之區域運作模式，提供各縣市環保局因地置宜的輔導，不僅提高全國河川巡守隊的長期運作能力，亦使河川巡守隊的經營更能彰顯其特色。 | ||

Operation and Guidance for Nationwide River Watch Programs
| 英文摘要 | The purpose of this project is to help each city and county’s river watch with their organization, training and management, ensuring each patrol team well organized, keep regular operation, and are appreciated by the society. The project also mean to enhance citizen’s participation on public affairs by making good use of community concern, civil action, knowledge of Academic institute, government authority, mass media, and social consensuses. Two interviews were taken to each city and county, to provide consultant and enhance long term operation capacity and specialty of river watch. | ||
