海洋污染防治管理制度檢討及污染源資料庫系統分析檢討專案工作計畫

中文摘要 蒐集國際相關公約最新內容,以及比較美國、加拿大、日本、大陸、澳洲、英國等國家與我國海洋污染防治管理差異,檢討分析現行海洋污染防治法規,完成海洋污染防治法修正(草案)、海洋污染防治法施行細則修正(草案)、「海洋棄置費收費辦法」修正總說明(草案) 、「海洋污染防治各項申請審查收費辦法」修正草案、「陸上污染源廢(污)水排放於特定海域許可辦法」修正草案、「海洋棄置及海上焚化管理辦法」修正草案、海洋棄置指定海域修正(草案)。 提出國內海洋環境敏感指標(ESI)分類,建立我國環境敏感指標海岸分類,完成環境敏感地圖建立流程、ESI現場調查之作業程序與作業手冊。完成淡水河口、綠島海岸調查,並將調查成果建置為地理資訊圖層。蒐集不同海洋環境之油污染緊急應變策略、蒐集NOAA與IPIECA海岸應變資料。收集國外緊急應變能量,並檢討國內現有緊急應變能量,建議應設置圍堵與回收系統,加強應變設施保養,並增設應變設施之倉庫,以提升緊急應變之作業時間。整理不同油品對調查區段之ESI海岸分類環境衝擊強度與建議採行的清除方案說明。 商港之污染以市鎮廢水為最大宗,目前均未有港區之污水下水道系統。海域工程方面以港工作業許可申請管控,但為有防止污染方面之明確規範;航道疏浚作業可能造成局部性的水質混濁。商港均有要求船舶廢油收受須申報,但管理制度上仍不完善。 完成處分書、海洋污染稽查單修正及系統表單修正、新增海洋棄置許可核發列印新增出船通報表單列印、通知等功能。完成衛星影像登錄、查詢、展示功能,提供緊急應變通報自動警示功能,檢討緊急應變能量設施種類、規格與單位。交通網展示與設備運送最佳路徑規劃,結合相關GIS圖資,以提供相關陸地及海洋資源查詢功能。
