淡水河系污染整治支援計畫

中文摘要 有鑑於「淡水河系污染整治後續實施方案」第一期計畫將於民國96年底結束,環保署為進一步加速改善淡水河系嚴重污染河段水質,並規劃第二期計畫方向,乃進行本計畫之委辦。 本計畫針對基隆河大佳河濱公園、新店溪華中河濱公園及淡水河八里風帆碼頭三處重點親水區域進行水質改善策略研擬。三處重點親水區域之水質改善目標朝民眾對水體觀感(無臭味、無垃圾、水質澄清)加以考量。其中基隆河大佳河濱公園段需提升內湖污水廠去氮功能、操作現有截流站及清除底泥;新店溪華中河濱公園段應加強事業稽查管制;八里風帆碼頭應加強河岸(面)垃圾清除。 為達全流域無嚴重污染河段目標,淡水河系於民國101年前,新店溪流域每年必須完成用戶接管32,000戶,操作7座現有及預定新增截流站。基隆河流域每年必須完成用戶接管13,000戶,操作流域內9座現有及預定新增截流站。大漢溪流域每年必須完成用戶接管5,000戶、淡水河本流流域每年必須完成用戶接管12,000戶;操作湳仔溝截流系統及西盛截流站;針對鹿角溪、西盛排水及塔寮坑溪集污區進行土石加工業之全面稽查管制;完成並操作規劃中之現地處理水質淨化工程。 為使全流域水質符合水體分類水質標準,應持續推動污水下水道用戶接管工程,其中台北市每年應完成20,000戶、台北縣每年完成40,000戶、基隆市每年完成2,000戶。此外,台北縣三鶯污水下水道系統及桃園縣石門及埔頂污水下水道系統均應完成建設。

Tamshui River Pollution Control Supporting Project

英文摘要 The 1st stage of Tamshui River Pollution Control Sequent Implementation Plan will be expired at the end of 2007; therefore, EPA raised this project to speed up the water quality improvement of the severely polluted sections and to develop the 2nd stage plan. There are three main achievement of this project. First, this project develops the strategies to improve the environment of three river bank recreation parks, the Da-Chia Park, the Hwa-Chung Park, and the Ba-Li sailboat dock. The main objective of the environmental improvement is to satisfy the sensory perception of the community, including no odor, no litter and water clarity. The strategies of the Da-Chia Park include the sludge cleaning, the upgrading of Nei-Hu WWTP nitrification performance, and the operation of existing DWF interception stations. The strategy of the Hwa-Chung Park is the supervision of sand and stone yards. The strategy of the Ba-Li sailboat dock is the litter cleaning. Secondly, this project develops the strategies to improve the water quality of severely polluted river sections. The strategies of Hsin-Tein creek are to accomplish sewer connection of 32,000 households per year, and to operate seven existing and planning DWF interception stations. The strategies of Keelung river are to accomplish the sewer connection of 13,000 households per year, and to operate nine existing and planning DWF interception stations. The strategies of Ta-Han creek are to accomplish the sewer connection of 5,000 households per year, and to build and operate both the Nan-Tz-Go and Si-San DWF interception stations. Additionally, the supervision of sand and stone yards, and the operation of onsite wastewater treatment facilities are also very important for the Ta-Han creek water pollution control. The strategy of Tamshui river is to accomplish the sewer connection of 12,000 households per year. Finally, after the goal of improving the severely polluted river sections accomplished, Taipei city government must continue the sewer connection of 20,000 households per year, Taipei county government must accomplish 40,000 households per year, Keelung city government must accomplish 2,000 households per year to meet the water quality criteria. Besides, Taipei county government must accomplish the wastewater treatment system for Sanshia and Yingge areas; and Taoyung county government must accomplish the wastewater treatment system for Shihmen and Puding areas.
