97年度嘉義市空氣品質改善維護計畫-加強街道揚塵洗街計畫

中文摘要 對於都會區之懸浮微粒污染,車行揚塵為最主要之貢獻源,僅仰賴固定源之控制效果不顯著,故藉由街道清洗作業以減低懸浮微粒污染。嘉義市政府環境保護局為降低本市道路揚塵量及維持市區道路之整潔,故向環保署申請補助辦理嘉義市加強街道揚塵洗街計畫(以下簡稱本計畫),希能透過街道清洗作業達到改善街道市容之整潔及提升空氣品質之目的。 自97年5月26日起至97年12月31日止,計7個月,共執行洗街12106.5公里,累計完成進度為100.9%,全年削減TSP 167.1公噸及PM10 31.5公噸。其洗街前TSP平均為226.1μg/m3,洗街後TSP則約為167.0μg/m3,改善率平均為26.1%;PM10方面,洗街前平均為73.5μg/m3,洗街後PM10數值為60.0μg/m3,改善平均為18.4%。TSP及PM10數值皆有下降趨勢。影響空氣中TSP及PM10的因素極多,要了解進行一次洗街作業對特定路段的污染削減率有實際上的困難。 另外對於洗街前後進行街塵收集與分析粒徑作業。於塵土負荷量調查作業方面,依分析結果顯示洗除作業對於總街塵去除率50.6%、塵土去除率為51.5%、坋土去除率為49.4%。共計進行43條次道路普查路段,依髒污等級進行分級,髒污等級均在B級以上,無C級道路,平均道路普查成果A級道路占76%、B級道路占24%。問卷調查結果顯示,嘉義市民眾對空氣品質及街道揚塵之感受程度,接受度極高。在洗掃街作業方面民眾則有八成之滿意度。

Street Fugitive Dust Improvement Plan of Chiayi City in 2008

英文摘要 With vehicle-propelled permeating dust being a major contributing source to the pollution of suspended particles in urban areas, and in light of the insignificant yield relying solely on controlling the fixed pollution sources, consequently curbside hosing has been adopted to reduce the pollution of suspended articles. The Chiayi Environmental Protection Bureau, in a bid to reduce the suspended dust in the city roadways and to maintain the cleanliness of the city roadways, which would curb the city’s air quality from deteriorating, has filed for subsidies with the Environmental Protection Administration to implement Chiayi City’s stepped-up street dust hosting project (the Project), in a move to achieve, through curbside hosing, the objectives of enhancing the cityscape and improving the air quality. from 97/5/26th to 97/12/31st, counts for 7 months, altogether carries out washes the street 12106.5 kilometers, the accumulation completes the progress is 100.9%, the whole year reduces the TSP 167.1 tons and the PM10 31.5 tons.
