石門水庫集水區聚落或遊憩區污水處理系統規劃細設合辦計畫

中文摘要 1.為改善石門水庫內之污水排放情形,環保署乃研提「石門水庫集水區聚落或遊憩區污水處理系統規劃細設合辦計畫」(以下簡稱本計畫),期望透過本計畫之執行,調查石門水庫之點污染源水質、水量等環境背景資料,優先針對如龍珠灣、百吉(阿姆坪)、羅浮村(聚落)等遊憩或聚落人口較集中之區域進行生活或遊憩污水之水質淨化工程規劃、場址調查、可行性評估、基本設計及細部設計等。 2.本計畫已完成計畫範圍內環境基本資料調查及分析,並針對本計畫3處地區(龍珠灣、百吉(阿姆坪)及羅浮)進行污染源與污染源分佈調查及各主要污染支流排水之水質水樣調查,並完成各式現地處理工法回顧及國內外案例探討分析,提出本計畫適用之類型。 3.協助計畫區域內屬水污染防治法新增列管事業之污水處理規劃輔導設置油水截留設施及相關污水處理設施,並提供相關諮詢與服務。已完成1場次污水處理輔導說明會及進行現場輔導12家新增列管餐廳設置相關污水處理設施。 4.依據水質水量調查及各場址污染特性分析之成果,進行各污水處理工程之工法選擇及設計,評選出「羅浮(羅浮國小附近聚落)生活污水處理工程」、「羅浮(羅浮土地公廟)生活污水處理工程」、「羅浮(羅浮橋附近聚落)生活污水處理工程」及「百吉生活污水處理工程」等4處工程;另針對本計畫區域內屬水污染防治法列管餐廳之污水處理,提供附加之去除氮磷設備標準圖說及規範供其參考選用,做為餐廳污水處理放流水再淨化之示範性意義。 5.本計畫預計完成4處水質淨化處理工程場址,規劃處理水量約710 CMD,預計可削減石門水庫上游水源水質保護集水區之生化需氧量、氨氮及總磷排放量為16.76公斤/日、2.65公斤/日及0.57公斤/日。如包含本計畫針對水污法新增列管事業(餐廳)之污水處理輔導作業,可有效削減具規模之餐廳排放未經處理之污水,以改善石門水庫水源水質保護區水質,並可提升部分台北地區及桃園地區自來水水源品質。

The Project of Sewage treatment System Design and Planning in Villages or Amusement Parks of Shihmen Reservoir Watershed

英文摘要 1.In order to improve Shihmen reservoir wastewater discharge, Environmental Protection Administration (EPA) come up with “The project of sewage treatment system design and planning in villages or amusement parks of Shihmen reservoir watershed” project (the Project). An investigation of water quality, water volume and other environmental background information was performed in Shihmen reservoir’s pollution sources through this Project. Water quality purification construction planning for domestic and touring wastewater, Site investigation, Feasibility study, Basic design and Detail design were performed in amusement or population concentrated areas start with Lungjuwan、Baiji(Amuping)and the village of Luofu etc. 2.The Project already has done basic investigation and analysis on environmental information to find an applicable process for three project areas by conducting investigation on pollution sources and distribution and sampling water quality in polluted branches and case study research in countries. 3.Assisting and providing consulting services for those industries restrained by Water Pollution Control Act in project areas to design and install the grease interceptor and related facilities for wastewater treatment. One orientation has been performed and guided twelve new restaurants setting up wastewater treatment facilities. 4.According to examination results on water quality, water volume and site pollution characters, selected “Wastewater treatment system of Luofu(the village of Luofu elementary school)”, “Wastewater treatment system of Luofu(Earth God temple of Luofu)”, “Wastewater treatment system of Luofu(the village of Luofubridge)” and “Wastewater treatment system of Baiji” engineering methods and design. For demonstration purpose, also provide additional phosphorus removal facility drawings and regulations for references. 5.Four water treatment facilities expected to complete in this Project for 710CMD total design capacity which can reduce BOD, NH3-N and total phosphorus to 16.76 kg/day, 2.65 kg/day and 0.57 kg/day in Shihmen reservoir watershed upstream. Plus the control of untreated wastewater discharged by restaurants can also improve water quality for Taipei and Taoyuan.
