辦理建立環保產業發展及鏈結專案工作計畫

中文摘要 為提升我國環保技術水準,並因應國際零廢棄與節能減碳之環保趨勢,我國自民國91年開始推動環保科技園區與既有工業區生態化,本計畫之執行即在於協助環保科技園區與生態工業園區之推動,在本(97)年度計畫協助環保科技園區推動部分,已透過各季查核輔導、各式文件審查及各種會議辦理,持續招募優良廠商進駐、建構園區良好交流平台及提升園區行政工作效率,以協助各園區與各入區廠商有良好之營運與發展,因此,統計至98.07.31止,本(97)年度計畫已協助環保科技園區累計核准入區廠商達到80家、總土地出售面積48.6公頃、總預估投資金額187億元、總年產值348.8億元、提供就業人數2,562人,以及循環再利用資源物252.6萬公噸,上述目標在預估投資金額、年產值及就業人數等目標,皆已達到民國100年之計畫目標。此外,在推動既有工業區生態化部份,本(97)年度計畫透過分析國內廢棄物資料、舉辦生態化鏈結說明會及拜訪廠商等方式,完成新竹、彰濱及永安3座工業區之資源循環鏈結推動,以及4座環保科技園區之鏈結規劃,統計97年高雄園區共利用循環再利用資源物約12萬1千餘噸,產出2萬7千餘噸再生產品,並創造7.3億元年產值,上述成果顯示環保科技園區與生態工業園區之推動,已具有環保與經濟雙贏之具體成效。

Implementing Eco-industrial Parks for the Development of Environment Protection Industry and Establishing Symbiotic Resource-recycling Networks in Existing Industrial Parks

英文摘要 Based on experiences of “eco-industrial parks” in advanced countries, the EPA has initiated planning for the establishment of eco-industrial parks since 2002 to upgrade Taiwan’s environmental protection technologies and grasp the global trend of energy saving and carbon reduction. The implementation of this project is to establish environmental science and technology parks (ESTPs) and promote eco-industrial parks (EIPs). With regard to the establishment of ESTPs in this year’s project, we have finished the planned work items, including auditing & consulting tasks for the enterprises stationed in ESTPs, reviewing subsidy plans for qualified enterprises, and calling relevant meetings such as business investment seminars, R&D symposium & training session, etc. Until July 31, 2009, a total of 80 companies have been approved to be stationed in ESTPs, the sold areas of land are 48.6 hectares, the total investments are NT$18.7 billion, annual production values are NT$34.9 billion, providing 2,562 people in employment, and recycled resources are 2.53 million tones. Regarding the symbiosis of resource-recycling, we also have completed the planning of symbiotic resource-recycling networks in four ESTPs, Hsinchu, Yongan and Changhua Coastal industrial parks, as well as compilation 2008 statistics of resources recycling in Kaohsiung ESTP: 121,000 tons of resources recycling and 27,000 tons of renewable material or recycled products generated with the projected annual output value of NT$ 0.73 billion. Based on the above results, it shows that EPA fosters the development of 4 ESTPs and the promotion of EIPs, which have gradually created the perfect balance between economic development and sustainable environment.
