The Taichung County Biodiesel Trial Run and Promotion Program began from 03/01/2008 to 11/30/2008. The main points of the program were data collection and analysis of domestic and foreign usage of alternative fuels containing biodiesel, the survey on the application of diesel vehicles, purchase of B1 biodiesel, the actual road tests of B1 vehicles, fuel consumption assessment, the exhaust emission tests on 50 vehicles with and without the fuel, conduct of the biodiesel trial run introduction conference and the driver education training, the questionnaire survey, and relevant advocacy activities. The projects were operated in accordance with the planned project schedule (Each achievement is list in the Final achievement report abstract table.).
For the survey on the application of diesel vehicles, 218 vehicles in total were investigated, including 101 Fongyuan Township Cleaning vehicles, 24 from Daya Township Cleaning Unit, 15 from Houli Township Cleaning Unit, 29 from Tanzih Township Cleaning Unit, 27 from Shengang Township Cleaning Unit, and 22 from Shihgang Township Cleaning Unit. As for the purchase of oil, 57,419.36 liters of super diesel, 580 liters of concentrated biodiesel, and 2,003.65 liters of B1 biodiesel were purchased, making the overall amount of B1 biodiesel actually purchased 60,003 liters. The B1 biodiesel trial run began on the cleaning vehicles of Fongyuan Township in April and on vehicles of cleaning units from other townships in May. A total of 217 cleaning vehicles underwent the B1 biodiesel trial run, including 100 from Fongyuan Township, 24 from Daya Township, 15 from Houli Township, 29 from Tanzih Township, 27 from Shengang Township, and 22 from Shihgang Township. As for the exhaust emission tests on vehicles with and without B1 biodiesel, 50 cleaning vehicles were selected from Fongyuan Township Cleaning Unit for testing at the Houli Dynamometer Station. With 97 times of exhaust emission tests implemented, in addition to the 4 cleaning vehicles of Houli Township that completed the exhaust emission tests, a total of 101 times of exhaust emission tests were completed.
For relevant advocacy activities, 3 biodiesel trial run introduction conferences and 3 driver education and training sessions were conducted, web pages of the program were constructed and qualified for web accessibility, and the production of 5 styles of advertising boards was completed; as for vehicle body promotion, 20 colored canvas straps were made for promotion, delivered to the cleaning units of townships, and hanged on 100 cleaning vehicles; and since March, 1-2 news releases on biodiesel were provided every month, which lasted for 9 months.
